TITLE OF BILL:

An act to amend the public housing law in relation to establishing a New
York city public housing painters' apprenticeship program; and to amend
the labor law, in relation to establishing a New York state public hous-
ing painters' apprenticeship program

 
PURPOSE:

Establish a painters' apprenticeship program for public housing resi-
dents in New York City and across New York State to provide residents
with valuable skills in painting, empowering them to pursue a career in
a marketable trade.

 
SUMMARY OF PROVISIONS:

Section 1: Amends the public housing law by adding a new section 402-h.
Establishes the New York City public housing painters' apprenticeship
program to be administered by the New York City Housing Authority.

Section 2: Amends the labor law by adding a new section 819-a.  Estab-
lishes a New York State public housing painters' apprenticeship program
to be administered by the Department of Labor in coordination with the
commissioner of municipal housing authorities.

Section 3: This act shall take effect on the ninetieth day after it
shall have become a law.

 
JUSTIFICATION:

In New York State, public housing serves many low-income families. A
painters' apprenticeship program reserved for these residents will
increase the chances of residents securing gainful employment, improving
their financial stability and self-sufficiency. The painters' program
will provide residents with valuable skills in painting that they can
use in the workforce and pass down to the younger generations in the
community. It can create a sense of community among residents in the
program as they work together towards a common goal, fostering a
supportive environment. The painters' program will provide a pathway for
residents to receive formal training and education in painting.

EFFECTIVE DATE:
This act shall take effect on the one hundred eightieth day after it
shall have become a law. Effective immediately, any rules and regu-
lations necessary to implement the provisions of this act on its effec-
tive date are authorized to be made and completed on or before such
effective date.

 AN ACT to amend the public housing law in relation to establishing a New
   York  city  public  housing  painters'  apprenticeship program; and to
   amend the labor law, in relation to  establishing  a  New  York  state
   public housing painters' apprenticeship program
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public housing law is amended by adding a  new  section
 402-h to read as follows:
   §  402-H.  NEW  YORK  CITY  PUBLIC  HOUSING  PAINTERS'  APPRENTICESHIP
 PROGRAM. 1. THERE IS HEREBY ESTABLISHED A NEW YORK CITY  PUBLIC  HOUSING
 PAINTERS'  APPRENTICESHIP  PROGRAM. SUCH PROGRAM WILL BE ADMINISTERED BY
 THE NEW YORK CITY HOUSING AUTHORITY.
   2. (A) APPLICATIONS TO PARTICIPATE IN SUCH APPRENTICESHIP PROGRAM  MAY
 BE  SUBMITTED  TO  THE  NEW YORK CITY HOUSING AUTHORITY IN SUCH FORM AND
 MANNER AS MAY BE PRESCRIBED BY THE AUTHORITY.
   (B) ELIGIBILITY FOR THE NEW YORK CITY PUBLIC HOUSING PAINTERS' APPREN-
 TICESHIP PROGRAM SHALL INCLUDE, BUT NOT BE  LIMITED  TO,  THE  FOLLOWING
 CONSIDERATIONS:
   (I)  PARTICIPANTS  IN  THE  PROGRAM  SHALL BE LIMITED TO NEW YORK CITY
 HOUSING AUTHORITY RESIDENTS.
   (II) APPLICANTS FOR THE PROGRAM SHALL NOT BE DEEMED  INELIGIBLE  BASED
 ON CRIMINAL HISTORY.
   3.  SKILLS LEARNED AS PART OF THE NEW YORK CITY PUBLIC HOUSING APPREN-
 TICESHIP PROGRAM SHALL INCLUDE, BUT NOT BE LIMITED TO:
   (A) WORKPLACE SAFETY SKILLS AND PROCEDURES, INCLUDING BUT NOT  LIMITED
 TO:
   (I) USE AND MAINTENANCE OF HAND AND POWER TOOLS;
   (II) SIGNALING, RIGGING, AND HOISTING;
   (III) LEAD AND ASBESTOS ABATEMENT;
   (IV) LADDER, SCAFFOLD, AND FORKLIFT SAFETY;
   (V) FIRST AID; AND
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.

   (II)  IDENTIFYING  THE  APPROPRIATE  MATERIAL  FOR  VARIOUS  PAINT AND
 SURFACE APPLICATIONS;
   (III) TYPES AND PROPERTIES OF  MATERIALS,  INCLUDING  PAINTS,  STAINS,
 VARNISHES, SHELLAC, POLYURETHANES, AND CLEAR COATS;
   (IV) SAFELY STORING, DISPOSING, AND RECYCLING TRADE CHEMICALS;
   (V) MIXING PAINTS;
   (VI) MATCHING COLORS;
   (VII) SURFACE PREPARATION;
   (VIII) WOOD FINISHING;
   (IX) APPLYING WALLPAPER;
   (X)  PREPARING  A  WORKSPACE FOR INTERIOR PAINTING, INCLUDING REMOVING
 OLD PAINT, REMOVING FIXTURES, AND APPLYING MILDEW REMOVER;
   (XI) PREPARING A WORKSPACE FOR EXTERIOR PAINTING,  INCLUDING  REMOVING
 RUST, POWER WASHING AND SANDBLASTING, AND BURNING OFF OLD PAINT; AND
   (XII) SPRAY PAINTING; AND
   (C) OTHER WORKPLACE SKILLS, INCLUDING BUT NOT LIMITED TO:
   (I) ESTIMATING COSTS AND MATERIALS;
   (II) COMMUNICATION SKILLS;
   (III) SCHEDULING; AND
   (IV) RECORD KEEPING.
   4. THE NEW YORK CITY HOUSING AUTHORITY SHALL PUBLISH INFORMATION ABOUT
 THE  NEW  YORK  CITY  PUBLIC  HOUSING  PAINTERS' APPRENTICESHIP PROGRAM,
 INCLUDING HOW TO APPLY FOR SUCH APPRENTICESHIP PROGRAM, ON THE  AUTHORI-
 TY'S WEBSITE.
   5.  THE  NEW  YORK  CITY HOUSING AUTHORITY IS AUTHORIZED TO PROMULGATE
 SUCH RULES  AND  REGULATIONS  AS  DEEMED  NECESSARY  TO  EFFECTUATE  THE
 PROVISIONS OF THIS SECTION.
   § 2. The labor law is amended by adding a new section 819-a to read as
 follows:
   §  819-A.  NEW  YORK  STATE  PUBLIC HOUSING APPRENTICESHIP PROGRAM. 1.
 THERE IS HEREBY ESTABLISHED A NEW YORK STATE  PUBLIC  HOUSING  PAINTERS'
 APPRENTICESHIP PROGRAM. SUCH PROGRAM WILL BE ADMINISTERED BY THE DEPART-
 MENT, IN COORDINATION WITH THE COMMISSIONER OF MUNICIPAL HOUSING AUTHOR-
 ITIES  ESTABLISHED  PURSUANT  TO  ARTICLE THIRTEEN OF THE PUBLIC HOUSING
 LAW.
   2. (A) APPLICATIONS TO PARTICIPATE IN SUCH APPRENTICESHIP PROGRAM  MAY
