 AN ACT to amend the public health law, in  relation  to  establishing  a
   campaign to promote public awareness of the causes of oral disease and
   its prevention
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public health law is amended by adding  a  new  section
 207-b to read as follows:
   §  207-B.  ORAL HEALTH AWARENESS. 1. THE COMMISSIONER, IN CONSULTATION
 WITH THE COMMISSIONER  OF  EDUCATION,  SHALL  DEVELOP  AND  IMPLEMENT  A
 CAMPAIGN TO PROMOTE PUBLIC AWARENESS OF THE FOLLOWING: THE IMPORTANCE OF
 GOOD  ORAL  HEALTH,  INCLUDING  BUT  NOT  LIMITED TO, THE IMPACT OF ORAL
 DISEASE, CAUSES OF ORAL DISEASE AND ITS PREVENTION, ORAL  HEALTH  ACROSS
 THE  LIFESPAN,  THE  TOTAL BODY CONNECTION, THE VALUE OF EARLY DETECTION
 AND THE AVAILABILITY OF ORAL HEALTH SERVICES IN THE COMMUNITY.
   2. SUCH CAMPAIGN SHALL UTILIZE PUBLIC FORUMS, SOCIAL  MEDIA  AND  MASS
 MEDIA,  INCLUDING  BUT  NOT  LIMITED  TO  THE INTERNET, RADIO, AND PRINT
 ADVERTISING AND SHALL INCLUDE EDUCATIONAL MATERIALS AND  INFORMATION  ON
 THE DEPARTMENT'S WEBSITE TO BE MADE AVAILABLE FOR CONSUMERS, PARTICULAR-
 LY  TARGETED  TO  HIGH  RISK GROUPS THROUGH LOCAL DEPARTMENTS OF HEALTH,
 LOCAL HEALTH CARE PRACTITIONERS, INCLUDING BUT  NOT  LIMITED  TO  HEALTH
 MAINTENANCE  ORGANIZATIONS,  HOSPITALS,  WALK-IN  MEDICAL  CARE CENTERS,
 MOBILE CARE UNITS, SURGICAL CENTERS, HEALTH-ORIENTED PLACES OF BUSINESS,
 CLINICS, SCHOOLS AND ORGANIZATIONS SERVING YOUNG CHILDREN, FAMILIES  AND
 GERIATRIC POPULATIONS.
   3.  THE  DEPARTMENT SHALL CONSULT WITH STAKEHOLDERS AND CONSUMER ADVO-
 CATES TO ENSURE SUCH CAMPAIGN IS CULTURALLY COMPETENT AND LINGUISTICALLY
 APPROPRIATE. SUCH CAMPAIGN SHALL END ON DECEMBER THIRTY-FIRST, TWO THOU-
 SAND TWENTY-SIX.
   4. THE COMMISSIONER SHALL SEEK ANY FEDERAL WAIVER OR WAIVERS THAT  MAY
 BE  NECESSARY  TO  MAXIMIZE FUNDS FROM THE FEDERAL GOVERNMENT, INCLUDING
 BUT NOT LIMITED TO FUNDS PROVIDED UNDER TITLES  XVIII  AND  XIX  OF  THE
 FEDERAL  SOCIAL  SECURITY  ACT  FOR  THE  SERVICES  PROVIDED  UNDER THIS

 AN  ACT  to  amend  the public health law, in relation to establishing a
   campaign to promote public awareness of the causes of oral disease and
   its prevention

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.   Subdivision 1 of section 207 of the public health law is
 amended by adding a new paragraph (s) to read as follows:
   (S) THE IMPORTANCE OF GOOD ORAL HEALTH, INCLUDING BUT NOT LIMITED  TO,
 THE  IMPACT  OF ORAL DISEASE, CAUSES OF ORAL DISEASE AND ITS PREVENTION,
 ORAL HEALTH ACROSS THE LIFESPAN, THE TOTAL BODY CONNECTION, THE VALUE OF
 EARLY DETECTION AND THE AVAILABILITY OF  ORAL  HEALTH  SERVICES  IN  THE
 COMMUNITY.
   §  2.  This  act  shall take effect on the sixtieth day after it shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal of any rule or regulation necessary  for  the  implementation  of
 this  act  on its effective date are authorized to be made and completed
 on or before such effective date.
