BILL NUMBER: S8504 SPONSOR: HARCKHAM TITLE OF BILL: An act to amend the public authorities law, in relation to authorizing the New York state energy research and development authority to adminis- ter a program to provide grants related to enabling fuel-switching PURPOSE: Authorizes NYSERDA to establish and implement a Delivered Fuels Replace- ment Program to provide grants, loans and other support for residential homes to transition from delivered fuels heating to efficient electric heat pumps. HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to authorizing the New York state energy research and development authority to admin- ister a program to provide grants related to enabling fuel-switching THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1854 of the public authorities law is amended by adding a new subdivision 27 to read as follows: 27. TO ADMINISTER A PROGRAM, USING FUNDS PROVIDED FOR SUCH PURPOSE, TO PROVIDE GRANTS, LOANS OR OTHER SERVICES, BASED ON STANDARDS AND GUIDE- LINES ESTABLISHED BY THE AUTHORITY, FOR THE COSTS RELATED TO ENABLING FUEL-SWITCHING FOR RESIDENCES WITH PROPANE OR FUEL-OIL HEATING SYSTEMS TO EFFICIENT ELECTRIC HEAT PUMPS, INCLUDING BUT NOT LIMITED TO, CLEAN ENERGY MEASURES, ENERGY EFFICIENCY MEASURES, RESILIENCY MEASURES, HEAT- ING AND COOLING, HEALTH AND SAFETY AND OTHER RELATED ENERGY IMPROVEMENTS AND EXPENSES. § 2.
