BILL NUMBER: S5253 SPONSOR: HARCKHAM TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the power authority of the state of New York to post on its website and develop a corresponding mobile application with information on electric vehicle charging stations PURPOSE: Requires publicly available information on electric vehicle charging stations. SUMMARY OF PROVISIONS: Section 1 amends subdivision 9-a of section 1005 of the public authori- ties law to require that the power authority of the state of New York post on its website and develop a corresponding mobile application with information, including but not limited to: a map with the addresses of each electric vehicle charging station in the state, the type of elec- tric vehicle charger, whether the charging station is located in a park- ing lot, parking garage or on a street, whether there are fees required

HARCKHAM -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public authorities law, in relation to requiring the power authority of the state of New York to post on its website and develop a corresponding mobile application with information on elec- tric vehicle charging stations THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 9-a of section 1005 of the public authorities law, as added by section 1 of part KK of chapter 58 of the laws of 2019, is amended to read as follows: 9-a. (A) As deemed feasible and advisable by the trustees, to design, finance, develop, construct, install, lease, operate and maintain elec- tric vehicle charging stations throughout the state for use by the public. The authority shall annually post on their website a report on those activities undertaken pursuant to this subdivision, including but not limited to: the total number of electric vehicle charging stations in operation pursuant to such authorization, the locations of such charging stations, and the total costs to the authority associated with such activities. (B) IN ADDITION TO THE INFORMATION REQUIRED IN PARAGRAPH (A) OF THIS SUBDIVISION, THE AUTHORITY SHALL ALSO POST ON ITS WEBSITE AND DEVELOP A CORRESPONDING MOBILE APPLICATION WITH INFORMATION, INCLUDING BUT NOT LIMITED TO: A MAP WITH THE ADDRESSES OF EACH ELECTRIC VEHICLE CHARGING STATION IN THE STATE, THE TYPE OF ELECTRIC VEHICLE CHARGER, WHETHER THE CHARGING STATION IS LOCATED IN A PARKING LOT, PARKING GARAGE OR ON A STREET, WHETHER THERE ARE FEES REQUIRED TO USE A CHARGING STATION, WHETHER THERE IS A FEE TO ENTER A LOT WHERE THE CHARGING STATION IS LOCATED, WHETHER THE CHARGING STATION IS PUBLICLY AVAILABLE, AND WHETHER A CHARGING STATION IS OUT OF SERVICE OR OTHERWISE UNAVAILABLE. The public authorities law is amended by adding a new section 1885 to read as follows: § 1885. ELECTRIC VEHICLE CHARGING STATION INTERACTIVE MAP. 1. THE AUTHORITY, IN CONSULTATION WITH THE DEPARTMENT OF PUBLIC SERVICE AND THE POWER AUTHORITY OF THE STATE OF NEW YORK, SHALL POST ON ITS WEBSITE AND DEVELOP A CORRESPONDING MOBILE APPLICATION WITH INFORMATION ON ELECTRIC VEHICLE CHARGING STATIONS AVAILABLE FOR PUBLIC UTILIZATION. THIS WEBSITE AND CORRESPONDING MOBILE APPLICATION SHALL INCLUDE AT A MINIMUM: (A) AN INTERACTIVE MAP WITH THE ADDRESSES OF EACH ELECTRIC VEHICLE CHARGING STATION IN THE STATE AVAILABLE FOR PUBLIC UTILIZATION THAT INCLUDES GLOBAL POSITIONING SYSTEM (GPS) CAPABILITY; (B) THE NUMBER OF CHARGING STATIONS IN EACH LOCATION; (C) TO THE EXTENT FEASIBLE, THE OPERABILITY STATUS OF CHARGING STATIONS, INCLUDING WHETHER CHARGING STATIONS ARE CURRENTLY IN USE AND WHETHER CHARGING STATIONS ARE OUT OF SERVICE OR OTHERWISE UNAVAILABLE; (D) WHETHER CHARGING STATIONS ARE LEVEL TWO OR LEVEL THREE FAST CHAR- GERS; (E) PLUG OR VEHICLE COMPATIBILITY INFORMATION; (F) OPERATING HOURS; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
