 AN  ACT to amend the vehicle and traffic law, in relation to manufactur-
   ers providing bicycles with electric assist and electric scooters with
   lights
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section 1242 of the vehicle and traffic law is amended by
 adding a new subdivision 14 to read as follows:
   14. NO MANUFACTURER ENGAGED IN THE BUSINESS OF SHIPPING BICYCLES  WITH
 ELECTRIC  ASSIST  IN NEW YORK STATE SHALL SHIP ANY BICYCLE WITH ELECTRIC
 ASSIST UNLESS SUCH BICYCLE WITH ELECTRIC ASSIST HAS PERMANENTLY  AFFIXED
 THERETO,  A  LAMP  ON  THE  FRONT WHICH SHALL EMIT A WHITE LIGHT VISIBLE
 DURING HOURS OF DARKNESS FROM A DISTANCE OF AT LEAST FIVE  HUNDRED  FEET
 TO THE FRONT AND WITH A RED OR AMBER LIGHT VISIBLE TO THE REAR FOR THREE
 HUNDRED  FEET.  AT  LEAST  ONE  OF  SUCH LIGHTS SHALL BE VISIBLE FOR TWO
 HUNDRED FEET FROM EACH SIDE.
   § 2. Section 1285 of the vehicle and traffic law is amended by  adding
 a new subdivision 4 to read as follows:
   4.  NO  MANUFACTURER OF ELECTRIC SCOOTERS SHALL SHIP ANY SUCH ELECTRIC
 SCOOTERS IN NEW YORK STATE THAT ARE NOT EQUIPPED WITH  A  LAMP  AND  RED
 LIGHT AS REQUIRED UNDER SUBDIVISION ONE OF THIS SECTION.
   §  3.  This  act shall take effect on the ninetieth day after it shall
 have become a law.
