BILL NUMBER: S1399 SPONSOR: RYAN S TITLE OF BILL: An act to amend the private housing finance law and the state finance law, in relation to establishing the rental improvement fund pilot program PURPOSE: This bill would create a grant program run by the Division of Housing and Community Renewal which would allow small landlords in Albany, Buffalo, Rochester, and Syracuse to apply for up to $75,000 in grant funding to perform housing repairs. SUMMARY OF PROVISIONS: Section 1: amends the private housing finance law to add a new article 32. RYAN -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the private housing finance law and the state finance law, in relation to establishing the rental improvement fund pilot program THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The private housing finance law is amended by adding a new article 33 to read as follows: ARTICLE XXXIII RENTAL IMPROVEMENT FUND PILOT PROGRAM SECTION 1300. STATEMENT OF LEGISLATIVE FINDINGS AND PURPOSE. 1301. RENTAL IMPROVEMENT FUND PILOT PROGRAM. § 1300. STATEMENT OF LEGISLATIVE FINDINGS AND PURPOSE. IT IS HEREBY DECLARED AND FOUND THAT THERE EXISTS ACROSS UPSTATE NEW YORK A SHORTAGE OF SAFE AND AFFORDABLE RENTAL UNITS. IT IS FURTHER FOUND THAT STABLE HOUSING IS TIED TO POSITIVE EMPLOYMENT, EDUCATION, AND HEALTH OUTCOMES, AND THAT THE STATE THEREFORE HAS AN INTEREST IN PROMOTING SAFE AND AFFORDABLE HOUSING OPPORTUNITIES. IN ORDER, FURTHER, TO PROMOTE SUCH OPPORTUNITIES, IT IS HEREBY DECLARED THAT ADDITIONAL PROVISIONS SHOULD BE MADE TO PROVIDE PUBLIC MONIES FOR THE PURPOSE OF GRANTS TO SMALL LANDLORDS TO MAKE NECESSARY IMPROVEMENTS TO RENTAL UNITS ON THE CONDI- TION THAT RENOVATED UNITS WILL BE LEASED AT A REASONABLE RATE FOR TEN YEARS. THE NECESSITY IN THE PUBLIC INTEREST FOR THE PROVISIONS OF THIS ARTICLE IS HEREBY DECLARED AS A MATTER OF LEGISLATIVE DETERMINATION. § 1301. RENTAL IMPROVEMENT FUND PILOT PROGRAM. 1. BILL NUMBER: S1399A SPONSOR: RYAN S PURPOSE: This bill would create a grant program run by the Housing Trust Fund Corporation that would provide grants of up to $75,000 to landlords owning buildings of five or fewer units in cities with a population of less than a million people. Units renovated with such grants are required to be rented at a rate affordable to tenants earning 80% AMI or less for a period of ten years. SUMMARY OF PROVISIONS: Section 1: amends the private housing finance law to add a new article 33. Subsection 1300 of the new article outlines the necessity of imple- menting a pilot program to provide funding to small landlords to make improvements to their properties. This section also describes the neces- sity that small landlords who receive funding must keep their rents at a reasonable rate for at least ten years. Subsection 1301(1)(a) of the new article specifies that the Housing Trust Fund Corporation will make available $75,000 per unit.
