 AN ACT to amend the social services law, in relation to a dental  health
   demonstration project; and providing for the repeal of such provisions
   upon expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The social services law is amended by adding a new  section
 368-g to read as follows:
   §  368-G.  DENTAL  HEALTH  DEMONSTRATION PROJECT. THE DEPARTMENT SHALL
 AUTHORIZE A FIVE-YEAR DEMONSTRATION PROJECT IN THE COUNTY OF MONROE  FOR
 THE  PURPOSE OF PROVIDING REIMBURSEMENT TO PROVIDERS FOR ELIGIBLE DENTAL
 DIAGNOSTIC SERVICES FOR ELIGIBLE  POPULATIONS.  SUCH  POPULATIONS  SHALL
 INCLUDE  PREGNANT  PERSONS  AND  POST-PARTUM  PERSONS  FOR THE PERIOD OF
 TWELVE MONTHS FOLLOWING BIRTH THAT ARE ENROLLED  IN  MEDICAL  ASSISTANCE
 UNDER  THIS  TITLE.  SUCH  DIAGNOSTIC  SERVICES  SHALL  INCLUDE CLINICAL
 SERVICES TO TREAT EXISTING DENTAL PROBLEMS, TESTING, SELF-DIRECT IMAGERY
 OR PATIENT ENCOUNTERS FOR THE PURPOSE OF FOLLOWING  UP  ON  ANY  OF  THE
 AFOREMENTIONED.    THE  DEPARTMENT  SHALL  SET RATES OF PAYMENT FOR SUCH
 DIAGNOSTIC SERVICES ON A FEE-FOR-SERVICE BASIS. MANAGED CARE PLANS SERV-
 ING SUCH POPULATIONS MAY ELECT TO COVER SUCH  SERVICES,  PROVIDED  THAT,
 UPON  SUCH  ELECTION,  THE  DEPARTMENT  SHALL  ADJUST THE ADMINISTRATIVE
 PORTION OF MANAGED CARE PLAN RATES FOR SUCH PURPOSE.
   § 2. This act shall take effect immediately and shall  expire  and  be
 deemed repealed 5 years after such date.

 SERVICES FACILITATED BY ARTIFICIAL INTELLIGENCE TO TREAT EXISTING DENTAL
 PROBLEMS, TESTING, SELF-DIRECT IMAGERY OR  PATIENT  ENCOUNTERS  FOR  THE
 PURPOSE OF FOLLOWING UP ON ANY OF THE AFOREMENTIONED.  THE DEMONSTRATION
 PROJECT SHALL UTILIZE COMMUNITY HEALTH WORKERS FOR THE PURPOSE OF EDUCA-
 TION,  DATA  COLLECTION  AND  TRAINING OF THE ELIGIBLE POPULATION.   THE
 DEPARTMENT SHALL SET RATES OF PAYMENT FOR SUCH DIAGNOSTIC SERVICES ON  A
 PER  DIEM  BASIS.    THE  DEPARTMENT SHALL ENSURE THAT SERVICES PROVIDED
 UNDER THIS  DEMONSTRATION  PROJECT  ARE  NOT  DUPLICATIVE  OF  CURRENTLY
 COVERED  SERVICES.    FUNDING  FOR SUCH DEMONSTRATION SHALL BE UP TO SIX
 HUNDRED THOUSAND DOLLARS ANNUALLY,  SUBJECT  TO  APPROPRIATION.  AT  THE
 CONCLUSION OF THE DEMONSTRATION THE PARTICIPATING PROVIDER SHALL PROVIDE
 A  REPORT TO THE DEPARTMENT OF HEALTH ON THE EVALUATION, EFFICACY, COST-
 SAVINGS, IF ANY, AND HEALTH OUTCOMES OF THE DEMONSTRATION PROJECT.
   § 2. This act shall take effect immediately and shall  expire  and  be
 deemed repealed 5 years after such date.
