This bill is a waste of resources and will permanently impede progress in improving transit. The state will complain that the MTA is inefficient and then pass a law requiring the MTA to operate inefficiently.
Peer cities to New York almost always have One Person Train Operation, including legacy systems like Boston, London, Paris, and Berlin. This allows them to run more service at a lower cost. All conductors can be retrained and offered first priority to become train operators, saving jobs.
