BILL NUMBER: S7869 SPONSOR: COMRIE TITLE OF BILL: An act to amend the public service law, in relation to proposed rate changes for gas and electric service PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to provide transparency related to proposed changes in supply and delivery costs in utility rate cases for gas and electric service. SUMMARY OF PROVISIONS: This bill would update the requirement that the Public Service Commis- sion (PSC) make available a one-page summary of major rate cases, both after their initiation and upon conclusion, to include a breakdown of the proposed changes to the supply and delivery charges, respectively.

COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public service law, in relation to proposed rate changes for gas and electric service THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Clause (C) of subparagraph (i) and clause (D) of subpara- graph (ii) of paragraph (l) of subdivision 12 of section 66 of the public service law, as added by chapter 333 of the laws of 2024, are amended to read as follows: (C) the average proposed rate change, INCLUDING THE RESPECTIVE CHANGES TO SERVICE AND DELIVERY CHARGES, for a residential, commercial, and industrial ratepayer, including yearly or sliding scale breakdown if applicable; (D) the average rate change, INCLUDING THE RESPECTIVE CHANGES TO SERVICE AND DELIVERY CHARGES, for a residential, commercial, and indus- trial ratepayer, including yearly or sliding scale breakdown if applica- ble; § 2. This act shall take effect on the thirtieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11895-01-5
