 Introduced  by  Sen.  BYNOE  -- read twice and ordered printed, and when
   printed to be committed to the Committee on Women's Issues
 
 AN ACT to amend the public health law, in relation to requiring maternal
   mortality review boards to share information with the  New  York  city
   department  of health and mental hygiene and county health departments
   on an annual basis, including the circumstances,  common  factors  and
   patterns,  best  practices and strategies, primary data, vital records
   data, and any other guidance associated with reported cases of  mater-
   nal mortality and morbidity
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Paragraphs (d) and (e) of subdivision 5 of section 2509  of
 the  public  health  law, as amended by chapter 142 of the laws of 2019,
 are amended and a new paragraph (f) is added to read as follows:
   (d) shall issue a report on its findings and recommendations every two
 years, and may also issue reports more frequently. The reports shall  be
 public documents; [and]
   (e)  may  request and shall receive the assistance of the commissioner
 in the instance of the state board and  the  city  commissioner  in  the
 instance of the city board in carrying out its functions[.]; AND
   (F)  NOTWITHSTANDING  ANY PROVISION OF LAW, RULE, OR REGULATION TO THE
 CONTRARY, SHALL SHARE THE FOLLOWING INFORMATION WITH THE NEW  YORK  CITY
 DEPARTMENT  OF  HEALTH AND MENTAL HYGIENE AND WITH COUNTY HEALTH DEPART-
 MENTS, ON AN ANNUAL BASIS, VOID OF ANY PERSONAL IDENTIFYING INFORMATION,
 PURSUANT TO PARAGRAPH (C) OF SUBDIVISION FOUR  AND  SUBDIVISION  SIX  OF
 THIS  SECTION,  AND  PROVIDED  THAT THE DEPARTMENTS ARE NOT PERMITTED TO
 SHARE SUCH INFORMATION WITH THE PUBLIC:
   (I) THE CIRCUMSTANCES OF SUCH REPORTED CASES AT ANY AND ALL PUBLIC AND
 PRIVATE PLACES IN WHICH THE BOARD HAS REASON TO BELIEVE, BASED ON  RELE-
 VANT  INFORMATION  AVAILABLE,  THAT SUCH PLACES ARE ASSOCIATED WITH SUCH
 MATERNAL DEATH CASES;
   (II) COMMON FACTORS ASSOCIATED WITH THE CAUSE OF MATERNAL  DEATHS  AND
 ANY PATTERNS THAT MAY HAVE EMERGED AMONG THE CAUSES OR CASES THEMSELVES;
