    Liberal interpretation

    Public Authorities (PBA) CHAPTER 43-A, ARTICLE 5, TITLE 1-A

    § 1020-xx. Liberal interpretation. This title, being necessary for the
    prosperity of the state and its inhabitants, shall be liberally
    construed to effect the purposes hereof.
