Advancing New York Values, Protecting Taxpayers

The 2019-2020 Senate budget is a responsible financial plan that accounts for the available revenues forecasted by the State Comptroller, and remains within the 2 percent state spending cap. The Senate was able to restore cuts to essential services, and provide additional education and tax relief support as part of its proposal. The spending plan aims to improve the quality of life for all New Yorkers. As outlined in the Senate one-house resolution, it increases support for students, makes permanent the property tax cap and provides real tax relief for overburdened New York families. It also assists struggling communities by rejecting proposed cuts in Aid to Municipalities (AIM).

The Senate Majority has identified several cost-cutting opportunities in the proposed Executive Budget. Through targeted spending reductions, workforce management efficiencies, and spending reclassifications, these common sense corrections to the executive proposal, will benefit taxpayers. Much more than a financial plan, the proposed budget also proposes historic action on marijuana legalization, congestion pricing, campaign finance reforms, the Nassau County Tax Assessment Reform proposal, and stands with grassroot advocates.

Read the plan's highlights.

"Our budget plan will move New York State forward and use taxpayer money responsibly. The Senate Majority budget proposes campaign finance reforms, a permanent property tax cap, additional AIM funds, protections for grassroots advocates, support for congestion pricing, and more important plans to move New York forward. Additionally, state government must ensure all New York students have access to a high quality education, and the Senate Majority proposal will help advance that goal by providing funding increases in our education system. The Senate Majority, together with our Assembly Majority colleagues, are committed to passing an on-time, responsible, and effective budget."

-Senate Majority Leader Andrea Stewart-Cousins
