Senator Gallivan is Critical of Proposed Changes in Siting of New Power Plants

Senator Patrick M. Gallivan (R-C-I, Elma) is denouncing a proposal by Governor Cuomo to dramatically change the way solar and wind power plants are sited and approved in New York State. 

Under the current Article X laws, local and regional representatives are supposed to be involved in the approval process.  The proposed plan would change the siting process by creating a special office for renewable energy, concentrating the decision making power at the state level.

“It is wrong to silence those who represent the people most directly impacted by these large energy projects,” Senator Gallivan said.  “Local input and approval must remain part of the process and I urge members of the Senate and Assembly to reject this attempt by the state to impose its will on communities across New York.”

The proposed changes also call for a speedier review and approval process that would involve the Department of Public Service, Empire State Development and the New York State Energy and Research Development Authority. 

The proposed changes are included in the governor’s 30-day budget amendments, which must be approved by the Legislature.  The budget is due April 1.
