Statement From Senator George Borrello on the Delay of the All-Electric Buildings Act

“The state's decision to pause the All-Electric Buildings Act pending an appeals court ruling is welcome news for the New Yorkers who challenged it in court and for everyone who spoke out against it. My Republican colleagues and I were among those pushing back from the very beginning because we knew how much harm this policy would cause for homeowners, businesses and families. Over the past year, we've seen opposition against the policy grow. 

From the start, we warned that this mandate was legally questionable, economically damaging and disconnected from the real-world challenges facing New Yorkers. Forcing new construction to go all-electric would have added tens of thousands of dollars to building costs during a housing crisis, pushing homeownership and rents even further out of reach. And with the state’s energy regulator warning of looming grid reliability issues, imposing a sweeping electrification requirement on an already strained system would be outright irresponsible.

However, this delay isn’t a permanent repeal. We’ve already seen this governor pause deeply unpopular policies only to hit ‘play’ again when the political pressure lifts, with congestion pricing being the latest example. Unless Governor Hochul calls the Legislature back to repeal this mandate outright — or the courts ultimately strike it down — it will return with all the same harmful consequences for our economy and our residents.”
