Senator Canzoneri-Fitzpatrick Introduces Bill to Boost E-Bike Safety

Nassau County, N.Y. -  Senator Patricia Canzoneri-Fitzpatrick (R,C-Malverne), along with Assemblymember Sam Pirozzolo (R,C-Staten Island), announced the introduction of S8573/A157. This legislation is aimed at improving public safety and oversight of electric personal mobility devices, including e-bikes, e-scooters, and e-skateboards, as these devices continue to grow in popularity across New York.

The legislation would redefine certain electric-powered personal transportation methods as “electric personal mobility devices” and direct the Department of Motor Vehicles to establish a clear registration system for their use. Further, this bill provides for penalties for violations, and requires operators to wear a helmet and be aged 16 or older.

“Reckless riders pose a danger not only to themselves, but to others on the road and on sidewalks, and I have heard from countless neighbors about the nuisance and safety issues arising from irresponsible e-bike operators. This legislation would ensure responsible riders can continue to utilize these devices, while providing for the necessary framework to hold those who drive dangerously accountable. Our communities deserve peace of mind when walking with their families, driving to work, or simply crossing the street. Establishing clear rules and enforcement mechanisms is essential to preventing further tragedies and restoring order to our neighborhoods. This is a commonsense step forward that protects riders, pedestrians, and all who share our public spaces,”said Senator Canzoneri-Fitzpatrick.

They have become a significant threat to the safety of everyone who uses our roadways and sidewalks. Nearly half of all e-bike fatalities in the entire United States occurred here in New York City, and injuries involving motorized two-wheelers in the city have risen by more than 500 percent since 2019. There is simply no reason that a vehicle capable of traveling well over 40 MPH should be purchased by anyone without proper licensure, registration, insurance, and tags. Too many people have been killed and too many have been injured for New York State to allow this to continue” said Assemblymember Sam Pirozzolo, District 63

Senator Canzoneri-Fitzpatrick and Assemblymember Pirozzolo will continue to advocate for enhanced electric personal mobility device safety throughout the 2026 legislative session, ensuring that public safety remains a top priority as these technologies become increasingly common.
