S428 This bill creates a new section within the public health law regarding chain restaurants; sodium content of menu items. NAY (Selective nature of application to chain restaurants only.)

S410 Provides that the court shall not reduce jury awards as excessive in employment discrimination actions unless the court finds exceptional circumstances which compel the conclusion that the jury was influenced by partiality, prejudice, mistake or corruption. NAY (Could significantly impede courts from stepping in and modifying awards where juries give excessive or unreasonable awards.)

S2627A Establishes the homeowner protection program; provides that the department of law shall establish the homeowner protection program to ensure the availability of free housing counseling and legal services to homeowners for the purposes of mitigating threats to homeownership.  AYE

S1783A Prohibits the misrepresentation or collection of certain fees related to the delivery, usage, and storage of liquified petroleum. AYE

S1634 This bill requires each health insurance plan or payor to annually report to the Department the percentage of the plan or payor’s overall annual health care spending that constituted primary care spending.  NAY (Requiring the submission of extensive and duplicative information, this bill would impose significant financial and administrative burdens on insurers.)

S3698 Directs the superintendent of banks to promulgate rules and regulations requiring licensed cashers of checks to file suspicious activity reports. AYE

S4548 Permits dentists to administer vaccinations against human papillomavirus. AYE

S5397A Relates to certificates of honorable separation from or service in the armed forces of the United States; provides that such certificates shall be forwarded to the appropriate local veterans' service agency within 60 days of receipt. AYE

S3277 Establishes a process for designating transfer-on-death beneficiaries for farming implements involving filing a document with the commissioner of agriculture and markets. AYE

S1224 Requires services covered under the Medicaid Managed Care (MMC) Programs and provided in school-based health centers (SBHC) to not be provided to medical assistance recipients through a managed care program but rather to continue to be provided under fee-for-service reimbursement. AYE

S5138 Abolishes citizens arrests in New York state.  NAY (Removes authority even for persons who have committed murder or manslaughter.)

S2097A Limits liability of producers, representative organizations and retailers for antitrust, restraint of trade, or unfair trade practices arising from the performance of an action required to be undertaken under certain law or a producer plan. AYE

S3178A Requires the modification of restrictive covenants prior to the sale of real property when covenants, conditions and restrictions exist which discriminate on the basis of race, color, religion, sex, sexual orientation, familial status, marital status, disability, national origin, source of income or ancestry. AYE

S5701 Requires DOCCS to designate a person, in consultation with non-profit providers and in conjunction with a wrongfully convicted individual, to develop and offer such individual a discharge plan. AYE

S3362 This bill would repeal public health law section 3372 which requires every attending physician and every consulting practitioner to report promptly to the Commissioner the name, and if possible, the address and any other data as may be required by the Commissioner, of any person under treatment if he finds that the person is an addict or a habitual user of any narcotic drugs. NAY (Reducing the amount of reporting would also reduce data collection measures which hinder any ability to appropriately find remedies to reduce instances of use and ensure proper treatment avenues are readily available.)

S2291 Expands the applicability of the assessment exemption for living quarters for parent or grandparent to include living quarters constructed or reconstructed before the effective date of the section providing such exemption. AYE (This bill expands a property tax exemption that incentivizes families to live together.)

S5175A This bill authorizes localities to provide for an additional real property tax exemption for senior citizens who meet the income eligibility limits and other criteria to the extent of 65% of the assessed valuation of such real property. AYE

S6010 Provides that microbusinesses in New York are eligible for small business revolving loans and the linked deposit interest rate reductions. AYE

S5246 Expands the definition of veteran to include members of the commissioned corps of the NOAA and the commissioned corps of the public health service; expands access to certain benefits to those who served in the commissioned corps of the NOAA and the commissioned corps of the public health service. AYE

S2703 Requires reporting of statewide training hours allocated to each firefighter; requires such report shall identify the fire department or district providing the training. AYE

S3560 Provides that NYSERDA shall establish a program to provide rebates or new lithium-ion batteries for powered mobility devices at reduced cost or no cost to certain individuals; sets standards for lithium-ion batteries provided pursuant to the program; requires NYSERDA to submit an annual report on such program. NAY (Significant cost outweigh potential benefit.)

S4408 Amends environmental conservation law to allow the department of environmental conservation to enter into leases or easements for the purpose of aiding in the siting and connectivity of renewable energy installations, as well as the transmission and distribution of electricity from those installations on state forest lands classified as reforestation lands. NAY (Potential loss of reforestation areas.)

S4963 This bill would require the Superintendent of Financial Services, within six months of the effective date of this bill, to promulgate regulations which provide standardized definitions for commonly used terms and phrases found in homeowners policies and commercial lines policies that provide coverage for loss or damage to real property, personal property, or other liabilities for loss or damage to property. NAY (An unconstitutional expansion of a regulatory agency's authority and puts DFS in the role of market participant.)

S7287A Provides that every insurance policy delivered or issued for delivery in New York which provides major medical or similar comprehensive-type coverage shall provide space on any enrollment, renewal or initial online portal process forms so that the insured or applicant for insurance shall register or decline registration in the donate life registry. AYE

S6685 Amends various sections of the NYC HHC Law to provide that when the Corporation seeks to dispose of land or buildings, they comply with uniform land use review procedure. AYE

S2117 Relates to prosecution by the department of financial services (DFS) and municipalities of certain violations regarding residential real property by mortgage lenders and similar entities. NAY (Expansion of DFS enforcement authority not appropriate. Should remain local decision responsibility.)

S7678A Establishes a school speed zone camera demonstration program in the city of White Plains; repeals authorization of program December 31, 2030. AYE

S3294A This bill would make a number of changes to the Cannabis Law related to the medical use of cannabis, including establishing medical cannabis patient reciprocity with other states and repealing the Controlled Substances Therapeutic Research Act from the Public Health Law.  NAY (Removes too many checks/balances.)

S3460 This bill would amend Article 7 of the Labor Law (General Provisions) to grant employees access to personnel records.  NAY (Too onerous on business.)

S4467 The bill would amend the Workers' Compensation Law section 25 (9) to provide for the enrollment of a surviving spouse, a surviving domestic partner, a dependent child or children, or any other person entitled to a death benefit in direct deposit for compensation payments. AYE

S3043A Specifies that New York city marshals must physically post and electronically file a notice of eviction within one business day of the service of the notice of eviction. NAY

S5708 Prohibits motor vehicle manufacturers and dealers from charging a subscription fee for certain functions of a motor vehicle after the vehicle is sold. NAY (Government intrusion in private business.)

S7659 Permits the city of White Plains, Westchester county, to lease certain sports field fences for advertisements. AYE

S6737 Relates to the date of school district annual organizational meetings; allows boards of education to meet on any date on or before the Monday after July 20th for their annual organizational meeting. AYE

S7237A Requires the department of civil service to allow municipalities to post municipal employment positions on the department of civil service's state jobs website. AYE

S50 Extends paid family leave benefits to employees who perform construction, demolition, reconstruction, excavation, rehabilitation, repairs, renovations, alterations, or improvements for multiple employers pursuant to a collective bargaining agreement who shall be eligible for family leave benefits if they were employed for at least twenty-six of the last thirty-nine weeks by any covered employer which is signatory to a collective bargaining agreement. AYE

S2329 Requires review of all motor vehicle repair shop applicants which includes community input; establishes a list of factors that shall be considered when making such decisions. NAY (Procedures already in place.)

S3360 Adds to the list of persons eligible to execute an anatomical gift where the decedent did not make such a gift, nor provide any information that they did not want to donate.  AYE

S4640A Authorizes the commissioner of health to establish standards for approval of onsite overdose response services; requires nightlife establishments, sporting or event centers, theaters, concert venues, and amusement parks to maintain a supply of opioid antagonists; provides that emergency use of opioid antagonist is covered by good Samaritan law. NAY (Unfunded mandate. Liability concerns.)

S4509 This bill would amend the Workers' Compensation Law Section 15 (3) (w) which relates to disability schedules in workers comp. AYE

S7376A  Authorizes Karol Hughes, a part-time police officer, with the town/village of East Rochester police department to take the civil service examination and be eligible for appointment as a full time police officer for the town/village of East Rochester.  AYE

S4649A This bill increases the fines and penalties for failing to comply with the "Move Over Law." First Conviction: maximum of fine $275. Second Conviction within 18 months. AYE

S614 This bill establishes the presumptive eligibility of individuals incarcerated by DOCCS or a local correctional facility for Medicaid. NAY (Fiscal impact to local correctional facilities due to mandates this bill would impose. Increases state costs as enrollment would increase as well.)

S1139 Requires governmental entities to, whenever possible and feasible, consider implementing multifactor authentication for local and remote network access; requires public websites to encrypt all exchanges and to comply with privacy standards. AYE

S1996 Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank. NAY (Cost to state. State should not be a business.)

S4271 This bill would add a new Article VII to the Banking Law to require third-party debt collectors and debt buyers to obtain a license from DFS in order to operate lawfully in the state. NAY (Already regulated.)

S6025 Authorizes Creative Arts Therapists to bill Medicaid directly for their services.  AYE

S6671 This bill would modify the service retirement benefit for members of the New York State and Local Employees' Retirement System employed by Nassau County in certain correction officer titles. AYE

S5729 Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources. AYE

S6734 Provides that elections to fill an increased number of seats on a school board will be conducted at the first annual meeting after the meeting during which number of seats was increased. AYE

S5655 Amends section 757 of the general business law to add contract language requiring retainage in excess of five percent of a contract sum as a void provision in a construction contract.  AYE

S6985 Requires every person, corporation, association or partnership who rents helmets or provides helmets to customers as part of their business to ensure that such helmets are undamaged. AYE

S8185 COSPONSOR Prohibits persons, firms, or corporations whose interests are adverse to that of a person who received personal injuries or death as a result of an action by such person, firm or corporation from negotiating any contracts or settlements releasing such person, firm or corporation from liability for the tortious or potentially tortious act within thirty days of such act. AYE

S67 Permits records required to be disclosed under the freedom of information law to have exempt parts of such documents be redacted before disclosure. AYE

S1130 This bill prohibits housing providers from refusing to rent to or impose differential terms on individuals receiving rental supplements from public, private, or non-profit assistance that will be paid directly to the housing provider. NAY (Should be up to property owner.)

S3836 To allow liquor stores to sell non-alcoholic versions of alcoholic beverages. AYE

S4067A Codifies the disparate impact standard in the human rights law; provides that in cases of alleged housing discrimination, an unlawful discriminatory practice may be established by a practice's discriminatory effect. NAY (Should remain doctrine based on evidence.)

S4817 Removes residency requirements for persons holding the office of assistant district attorney for the county of Franklin. AYE

S8170 Extends the completion date required for securing abatement of taxation for certain alterations and improvements to multiple dwellings to June 30, 2030 and gives until June 30, 2026 for local legislative bodies to adopt this extension through local laws or ordinances. NAY (Maintains private right of action.)

S7713 Prohibits automatic license plate reader users from selling, sharing, allowing access to, or transferring automatic license plate reader information to any state or local jurisdiction for the purpose of investigating or enforcing a law that denies or interferes with a person's right to choose or obtain reproductive health care services or any lawful health care services. NAY (Restricts law enforcement from using tools to enforce law.)

S15A Establishes a new section of the Public Health law requiring nursing homes, pursuant to a declaration of a state disaster emergency by the Governor that such disaster may result in excess mortality that would overwhelm such nursing home’s capacity to meet the demand for its services, to develop and submit to the DOH a plan designating a location for temporary on-site storage of deceased persons until such time that the bodies of such persons can be safely transferred to appropriate parties for autopsy or disposition. NAY (Significant financial burden on nursing homes. Wholly unnecessary.)

S595 This bill establishes the small rental housing development initiative to provide funding to eligible applicants to construct small rental housing developments in eligible areas. AYE

S7077 Modifies the Expanded In-Home Services for the Elderly Program (EISEP) to eliminate the cost share requirement for EISEP services, and eliminates any requirement for the Area Agencies On Aging (AAAs) to obtain a physician's order to provide non-medical support under EISEP funding. AYE

S7689A Allows military and special federal voters to apply for a ballot using the electronic absentee ballot application transmittal system or any other electronic means such as email or fax and such application shall not require a subsequent or redundant additional paper version of such registration or application. NAY (Would create security issues by letting individuals register to vote and apply for ballots via email with little verification.)

S7806 Extends the expiration of payments in lieu of taxes for Lido Beach in the town of Hempstead until June 30, 2027. AYE

S8212 Extends the expiration of provisions relating to including the trustees of the Freeholders and Commonalty of the town of Southampton, trustees of the Freeholders and Commonalty of the town of East Hampton and the trustees of the Freeholders and Commonalty of the town of Southold as municipal corporations for the purposes of permitting them to receive land at no cost from Suffolk County to be placed under their stewardship. AYE

S8275 Extends the effectiveness of certain provisions authorizing the county of Madison to impose an additional mortgage recording tax until December 1, 2027. AYE

S8318 NYSERDA DEPARTMENTAL - Removes the salary of the chair of NYSERDA; allows the chair to engage in private employment. AYE

S8321 Extends the authorization to have an occupancy tax in the town of Putnam Valley, in the county of Putnam. AYE

S3207A This bill amends the public health law to establish a maximum contaminant level of 4 parts per trillion (ppt) for perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) and 10 parts per trillion (ppt) for perfluorononanoic acid (PFNA), perfluorohexane sulfonate (PFHxS), hexafluoropropylene oxide dimer acid (HFPO-DA), and perfluorobutane sulfonate (PFBS) in drinking water supplies. AYE

S3231 This bill provides that a citizen who is 17 years old at the time of a primary election and who will be 18 years of age at the time of the general election(for which the primary is being held) shall be eligible to vote in such primary election. NAY (Unconstitutional.)

S3256A Increases the penalties for operating a snowmobile while intoxicated, doubles penalties for operators having .18 of one per centum or more by weight of alcohol in their blood, breath, urine, or saliva, and includes other operating while intoxicated convictions in sentencing considerations. AYE

S3637 Requires 30 hours of mandatory continuing education every three years for coroners and coroner's deputies. AYE

S5168 Authorizes the City of Newburgh to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy in accordance with applicable law. AYE

S5516A Amends railroad law by adding section 72-a. AYE

S6035 This bill requires area agencies on the aging (AAA) to report their numbers on "unmet needs" to NYSOFA. AYE

S6959 This bill requires DOH to provide all written materials regarding the revocation or suspension of an adult care facility to the following: the Governor, office of the state comptroller, the office of the attorney general, the justice center for the protection of people with special needs, members of the state assembly and senate representing the municipality in which the facility is located, the chief executive officer and local legislative bodies. AYE

S7111A  Allows a political party to remove a candidate when the political party does not have a county committee following a written complaint by an enrolled member of the party in such county after a hearing held by such person or by a subcommittee appointed by such person. NAY (Unnecessary. Political motive vs. public good.)

S7139 Authorizes the commissioner of general services to transfer and convey certain lands in the town of Wilton, county of Saratoga, to the Veterans and Community Housing Coalition. AYE

S7541 Requires that when a buyer enters into a contract to purchase a condominium or cooperative housing unit, the property management company or board of managers shall provide the buyer with records of the most recent inspection and engineering reports and permits for the subject property. AYE

S7690 Relates to the requirements for licensure of funeral directors; specifies requirements for a residency period under the direct supervision of a preceptor; sets requirements to act as a preceptor. AYE (Incorporates many recommendations of the Funeral Director Association task force recommendations from 2020.)

S7728 This bill amends the public health law to authorize that local correctional facilities may utilize body imaging scanning equipment that applies ionizing radiation to humans for screening visitors to such facility. AYE

S7980 This bill allows the local legislative body of a special assessing unit that is a city to set the percentage increase in current base proportions for property tax classes for fiscal year 2026. AYE

S8197 UCA DEPARTMENTAL - This bill would allow the right to counsel in certain family court proceedings regarding violations of orders of child support and to establish paternity or parentage in the family court. AYE

S8201A Extends the effectiveness of certain provisions relating to the authority of the village of Plandome Manor to enter into contracts to sell delinquent tax liens or to pledge such liens as collateral for a loan. AYE

S8237 NYSERDA DEPARTMENTAL - Makes changes to the Green jobs-Green New York program. The bill would make changes to the loan provisions to amend the term of the loan from fifteen years to the life of the equipment and allows for the new owners to assume the original loans terms. AYE

S8238 NYS GAMING COMMISSION DEPARTMENTAL - This bill amends the Racing, Pari-Mutuel Wagering and Breeding Law to strengthen New York's gaming self exclusion provisions.  AYE

S8255 NYS COUNCIL ON THE ARTS DEPARTMENTAL - Renames the New York state musical instrument revolving fund as the New York state music grant fund; broadens the use of such funds to be available as grants to not-for-profit symphony orchestras and/or other not-for profit musical entities incorporated in the state and organized for the purpose of the presentation of performing arts and education in the performing arts for the benefit of the public and which have been approved pursuant to guidelines established by the council. AYE

S8270 UCA DEPARTMENTAL - Amends paragraph 2(b) of part B of Domestic Relations Law § 236 to (1) provide that automatic orders remain in effect until entry of the judgment of divorce (rather than during pendency of the action); and (2) add a new subparagraph (6) to require any party who receives notice of a tax lien, foreclosure, bankruptcy, or litigation, or of the lifting of a stay in bankruptcy, which could adversely affect the marital estate, to provide such notice to the other party within 10 days after receipt of the notice. NAY

S12 Amends § 80 of the Civil Service Law by adding a new subsection 10 to prevent section 80 from superseding collective bargaining agreements that provide layoff rights that exceed what is authorized in section 80. AYE

S2666A Provide that a person who gives birth in a hospital or medical facility while in the custody of an institution or local correctional facility shall be permitted to keep all health and newborn-related supplies and equipment provided to them by the hospital or medical facility upon their return to the institution or correctional facility.  NAY (Unfunded mandated. Place additional burdens on local correctional facilities. No provisions for law abiding mothers.)

S5935A Amends the racing, pari-mutuel wagering and breeding law by adding a new section 912, which: *Defines "online sweepstakes game" and specifies the types of games covered under this prohibition. AYE

S5510 Directs NYSERDA, in consultation with the Department of Public Service and the Division of Homeland Security and Emergency Services, to prepare a report on establishing microgrids for protecting critical facilities in the state. AYE

S6533 This bill increases the income eligibility limits for the Senior Citizen Rent Increase Exemption (SCRIE) or Disabled Rent Increase Exemption (DRIE) program from $50,000 to $55,000 beginning on July 1, 2025. AYE

S6619 Extend authorization for school psychologists to provide early intervention services to June 30, 2026. AYE

S5514 Amends Civil Practice Law section 6342 to add "recent acts of aggravated cruelty to animals as defined in Agriculture and Markets Law section 353-A" to the list of considerations used by a court to determine whether to issue a temporary extreme risk protection order. AYE

S7358 Enacts the low impact landscaping rights act, preventing homeowners' associations from adopting or enforcing any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or maintenance of low impact landscaping. NAY (Should be local (HOA) decision.)

S5997C Dedicates a portion of the state highway system in the town of Eden, county of Erie, to Maintenance Supervisor Stephen C. Ebling. AYE

S5294B Requires all hospitals to establish a violence prevention program consistent with federal Centers for Medicare and Medicaid Services (CMS) conditions of participation regarding emergency events and the workplace violence standards of any accrediting organization by CMS under which such hospital maintains accreditation, so long as such standards are comparable to those established by the Joint Commission on Health Care Organizations.  AYE

S6446 Requires entities that access a consumer's consumer credit report to notify such consumer of their right to obtain a security freeze, in addition to other information necessary to place, temporarily lift or permanently lift such security freeze; prohibits notices to consumers of their right to obtain a security freeze from containing advertising for paid services. AYE

S5760 Requires appointing authorities to provide appointment and promotion letters when extending an offer of appointment or promotion to a position in the classified service. AYE

S1840A Incorporates the 2022 Uniform Law Commission recommended amendments to the Uniform Commercial Code to provide for emerging technologies. AYE

S6315 Establishes expanded construction mentorship opportunities for small and minority and women-owned business enterprises.  AYE

S7001 This bill seeks to make changes to the prompt contracting law to help address not-for-profits' largest challenges with state funding. AYE

S3966A  Authorizes the use of approved programs at foreign dental schools to satisfy the experience requirement for licensure as a dentist.  AYE

S3106 This bill would authorize a state commissioner to donate surplus property to a 501(c)(3) not-for-profit organization that is up to date on their annual filings. AYE

S6360A  COSPONSOR Clarifies provisions regarding the use of crossbows for hunting, allowing the department of environmental conservation to allow the use of crossbows for the taking of big game in any area long bows are permitted. AYE

S6008 Establishes the "Fallen Skywalkers Memorial Bridge" in the city of Buffalo in Erie county. AYE

S6578 Provides that consenting registrants of the adoption information registry may pre-authorize the release of identifying information. AYE

S7543A Authorizes New Hour for Women and Children LI, Inc. to receive a real property tax exemption for the 2022-2023, 2023-2024 and 2024-2025 assessment rolls. AYE

S2078 Permits the Commissioner of Labor to direct the relevant agency to suspend or deny to an employer convicted of wage theft a license to do business in the state for up to two years, and to provide courts with a mechanism to ensure that ongoing wage theft does not occur while a charge of wage theft is pending prosecution. NAY (Overreach. Gives power to DOL to regulate other agencies with jurisdiction.)

S5727 Provides that a dental hygienist shall not administer local block anesthesia without a certificate and except under the personal supervision of a dentist and in conjunction with the performance of dental hygiene procedures authorized by law and in accordance with regulations promulgated by the commissioner. AYE

S6265A Dedicates a portion of the state highway system to Lieutenant Donald R. Hill in the city of Oswego, county of Oswego. AYE

S6829B Dedicates a bridge on I-88 in the town of Rotterdam to CW2 John M. Grassia III. AYE

S6930B Dedicates a portion of the state and local highway system constituting route thirty-five to Westchester Purple Heart Recipients. AYE 

S6952A Dedicates a portion of the state highway system including the bridge on the South Service Road, between Federal Circle and Perimeter Road Overpass, crossing over the Van Wyck Expressway in Jamaica to Port Authority Police Officers Arthur M. Ansert Jr. and William J. Leahy. AYE

S7362A Dedicates a portion of the state highway system constituting state route three hundred one from Belden Road to Gipsy Trail Road in the town of Carmel, county of Putman, to John F. McArdle. AYE

S7706B Dedicates a portion of the state highway system in the town of Yorktown, county of Westchester, to Jake Arcara. AYE

S7835A Dedicates a portion of state highway 284 in the village of Unionville, county of Orange, to the Appalachian Trail. AYE

S3967B Provides immunity from prosecution for certain individuals engaged in prostitution who are victims of or witnesses to a crime and who report such crime or assist in the investigation or prosecution. AYE

S3105 Amends a provision governing the medical cannabis program regarding out-of-state residents permitted to engage in medical use of cannabis in their state of residence to be deemed to have held a registry identification card under the New York program, so long as they provide legitimate documentation and abide by the legal limits established under the New York medical cannabis program. AYE (To the extent that this expansion may provide some relief to patients certified by a health provider this bill is noteworthy.)

S2644 Prohibits the retrospective denial of payment for substance use disorder treatment services if an insured was covered for such services at the time treatment was initiated; requires insurers to notify a treatment provider when an insured has lost coverage based on termination of the insured's employment. AYE

S8181 Extends the effectiveness of the September 11th worker protection task force act to June 10, 2030. AYE

S7380B GALLIVAN Dedicates a portion of the state highway system to Major Andrew D. Byers on state route 324 in the town of Clarence. AYE

S6225 Requires inspections of child day care homes, programs and facilities include the full premises; requires providers of a family day care home or group family day care home to disclose to the office of children and family services all persons who reside in the home where child day care is being provided. AYE

S4289 This bill would extend, for two years, until December 31, 2027, the ability for the department of environmental conservation to fix by regulation measures for the management of crabs of any kind, excluding horseshoe crabs. AYE

S7862 DEC DEPARTMENTAL - Extends, until December 31, 2028, DEC's authority to fix by regulation measures for the management of blackfish (Tautoga onitis). AYE
