Senator Ryan Announces Passage of Legislation to Relieve Vehicle Registration Burdens for Service Members While on Active Duty

State Senator Christopher J. Ryan (SD-50) announced the passage of his legislation, S.9806A, to make vehicle registration renewal more accessible for active-duty members of the armed forces.
The bill amends the Vehicle and Traffic Law to allow service members who will be engaged in official military duties at the time their registration expires to renew their vehicle registration in advance of the standard 60-day renewal window.
Under current Department of Motor Vehicles policy, registrations may only be renewed within 60 days of expiration. For service members who are deployed, training, or otherwise unable to complete the renewal within that timeframe, this can create unnecessary administrative barriers and risk a lapse in registration.
This legislation allows early renewal upon presentation of military orders or a certified statement from a commanding officer verifying the service member’s duty status.
“We need to support those who put this country before themselves. And sometimes that means doing the simple, practical things that make their lives just a little bit easier while they are serving,” said Senator Ryan. “When a service member is deployed or carrying out military orders, they should not be worrying about missing an administrative deadline at home. This bill ensures they do not have to.”
The measure is designed to reduce unnecessary burdens on active-duty service members and ensure they can remain in compliance with state law while focusing on their military responsibilities.
The bill has passed both houses and now advances to the Governor for consideration.
