5990C This is a sunshine bill that would amend LAB 194-B related to mandatory disclosure of compensation to require employer disclosures regarding employee compensation and benefits, including any non-salary or non-wage compensation and benefits. NAY (Too onerous on employees. Infor already provided to those hired.)
2436A Prohibits the sale of ATVs and off-highway motorcycles in the city of New York. NAY (Free market.)
1180C This bill requires DEC promulgate rules providing for the facility-by-facility review of emissions and air pollution in certain warehouses. NAY (Ensures compliance with state mandates under the Climate Leadership and Community Protection Act.)
6165A This is a sunshine bill that would require Department of State to electronically transmit a copy of every certificate of incorporation that has been filed on behalf of a municipal corporation, state or local authority or district. NAY (Limits local decision making related to LDCs.)
2364 Designates the "Honor and Remember Flag" as the official state flag for recognizing armed service members who have died as a result of serving the United States in any war or conflict the nation has been involved in since its inception. AYE
1617 This bill would require Medicaid coverage to be automatically renewed for certain enrollees, upon an attestation of unchanged resources or diminished resources, unless there is a finding of lack of eligibility. NAY (Completely ignores the growing costs of long-term care in Medicaid.)
S593A COSPONSOR This bill would provide agricultural assessment to beginner and established farms by creating temporary carve outs. AYE
2708B Relates to advancing grid enhancement technologies; allows the department of public service to approve requests from distribution companies to develop grid enhancement technologies; requires distribution companies to submit a compliance filing report every 5 years. 4162 Expands the FreshConnect program, which provides rebates for the purchase of local produce to certain people, to include local produce sold in supermarkets and grocery stores. AYE
5598B Enacts protections for private education loan borrowers and cosigners; requires certain notifications from creditors and debt collectors; prohibits acceleration; enacts provisions for cosigner release. AYE
5056B Requires the NYS DOH to issue an annual report that examines heat vulnerability and heat-related deaths in the State. AYE
2134A Restore the power of the State Division of Housing and Community Renewal to ensure that building owners seeking permission to refuse to renew rent stabilized tenants' leases to demolish buildings and construct new ones are acting in good faith, have sought necessary permits and have the funds to complete the work. NAY (goes against long standing DHCR policy and court precedent.)
1462A This bill creates a home subsidy for Battery Park City residents in an effort to combat the rise in cost of living in Battery Park City. NAY (Unnecessary. Middle-class subsidy.)
8870 Increases the period of supervision to five years for real estate brokers applying for a license. Under current law, a real estate agent needs at least 2 years of experience before they meet the experience requirements to obtain a real estate broker's license in NY. AYE
8588A Transfers certain state property owned by the New York state division of military and naval affairs located in the town of Queensbury to the county of Warren provided certain requirements are met. AYE
8643 Establishes the "Neurodiversity Flag" as the official state flag for raising awareness of neurodiversity. AYE
9766 This bill eliminates the authority of the justices of the appellate division to include in their questionnaire for applicants for admission to the state bar questions that require the disclosure of the applicants history of interaction with law enforcement or the criminal justice system if such interaction: 1) is no longer pending and did not result in a conviction; 2) resulted in a juvenile proceeding or youthful offender adjudication; or 3) resulted in a conviction which is now sealed. NAY
7607D Dedicates a portion of the state highway system to Lt. Gary A. Scott in the town of LeRoy, county of Genesee. AYE
8059 Establishes a blue envelope program for persons with mental health disorders, behavioral disorders and persons who are neurodivergent to be provided with blue envelopes to keep their identification, vehicle registration, and other related documents to improve their safety during law enforcement interactions; requires the municipal police training council to promulgate rules and regulations requiring training and instruction for all police officers with respect to the blue envelope program. AYE
2444 Makes certain terms gender neutral in provisions regarding the right to breast feed. NAY
3566 This bill would add to the required health coverage menu under the Medicaid program, known as “standard coverage”, to include coverage of dental implants, implant-related services, dental prosthetic appliances, replacement dental prosthetic appliances, crowns, and root canals for posterior and anterior teeth, as well as crown lengthening when associated with a covered crown and/or root canal if a qualified dentist authorizes the procedures. AYE
1026A Allows individuals to waive their right to purchase firearms, rifles and shotguns, as well as a process by which the waiver can be filed and revoked. NAY (Unnecessary.)
5037A Establishes visiting policies for incarcerated people, which gives incarcerated people opportunities for personal contact with relatives, friends, clergy, volunteers and other persons to promote better institutional adjustment and better community adjustment upon release. NAY (Fails to define "personal contact." The primary concern is that it may allow personal contact that could facilitate the concealed transmission of contraband.)
825B Establishes protections for minors who are featured in influencer-generated content that generate earnings from being shared on social media or other video-sharing websites. AYE
5932A Authorizes the town of Huntington to alienate and discontinue the use of certain parklands to the Huntington African American Museum. AYE
9790 This bill would permit audio-visual coverage of court proceedings by the media subject to certain limitations provided by the presiding trial judge overseeing such proceedings. AYE
7408B This bill would prohibit food service establishments from refusing a customer’s request to package their beverage or food leftovers in a reusable food container provided by the customer instead of using the disposable food service container provided by the establishment. NAY (Places onus on businesses to determine cleanliness of the reusable containers.)
1613A Directs empire state development, in conjunction with the office of general services, to create a plan to develop mixed-use commercial and residential property on a certain portion of the Harriman campus. AYE
1996 Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the commission may recommend legislation to create a state public bank for New York. NAY (Cost to state. State should not be a business.)
4042B Provides for adult changing tables to be placed within an enclosed restroom facility or other similar private facility that is for use by persons with disabilities who need help with diapering at commercial places of public amusement and state owned buildings open to the public. AYE
4535 Amends executive law to provide the ability of the Secretary of State to investigate any complaint from a county stating that a local government within their county is not in compliance with the uniform code. AYE
4955B COSPONSOR Establishes audit and recovery of medical assistance payments to providers to require that any audit or review of any provider contracts, cost reports, claims, bills, or medical assistance payments by the Office of Medicaid Inspector General (OMIG) or anyone designated by such, to conduct such an audit or review based on enumerated criteria. 365 Amends the alcoholic beverage control law to allow brewery supply stores to sell NYS labelled beer for off premises consumption. AYE
10098 Relates to the maximum allowable time frames to respond to requests for records under the freedom of information act. AYE

5729 Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources. AYE
1056 To direct the Division of Criminal Justice Services to provide criminal background checks to not-for-profit mentoring programs free of charge. AYE
592A Establishes the New York state youth in agriculture and entrepreneurship summer employment program to provide students with the opportunity to be educated on the agricultural industry and alternative career paths and to provide agricultural work experience and entrepreneurship work experience. AYE
1986 Extends the time period from eighteen years to twenty-five years that a school shall be guaranteed recovery of energy performance contract costs from energy savings incurred by school districts over that time period. AYE
4755A Establishes the farm ownership succession planning program to provide farm owners with a succession planning toolkit that can be used by such farm owners who plan on selling or closing their farm. AYE
7189B Dedicates a portion of the state highway system to Police Officer Frederick G. Maley in the hamlet of North Bellmore, town of Hempstead, county of Nassau. AYE
10168A Enacts the "extended producer responsibility for artificial turf act". AYE
4640A Authorizes the commissioner of health to establish standards for approval of onsite overdose response services; requires nightlife establishments, sporting or event centers, theaters, concert venues, and amusement parks to maintain a supply of opioid antagonists; provides that emergency use of opioid antagonist is covered by good Samaritan law. NAY (Unfunded mandate. Liability concerns.)
8894 Establishes an awareness campaign on the use of hormone replacement therapy in treating the symptoms of perimenopause and menopause. AYE
8169 Requires all state entities, including local governments, to notify affected individuals in the event of a data breach where information is compromised; defines "cybersecurity incident". AYE
1063 Requires cultural awareness and competence training for medical professionals, including two hours of course work encompassing minority healthcare issues. NAY (No evidence necessary. Cost exceeds benefit.)
1072A Directs the state education commissioner to require public school districts to report on compliance with art education instruction requirements. AYE
1157 COSPONSOR Establishes the New York state first home savings program to authorize first time home buyers to establish savings accounts to buy their first home. AYE
1162A This bill would require third-party food delivery services to maintain insurance through a group policy that covers bodily injury or death arising out of or resulting from qualifying accidents involving a delivery person (no fault insurance coverage). NAY (Make it costly for these third parties to operate in the State.)
1366 Directs the commissioner of the office of mental health to promulgate rules and regulations prohibiting any suicide prevention or mental health services hotline operated or sponsored by the state from being automated. AYE
1378A Directs the commissioner of education to develop and implement a museum education grant program. AYE
476B Requires certain health care providers to disclose the fact that the provider is on probation to current and new patients. AYE
1578B This bill would establish Sickle cell centers for excellence and outpatient treatment centers. Appropriates $400,000 per year for each center. AYE
1809 Authorizes, under certain circumstances, full-time college and university students to act as election inspectors and poll clerks in the election district where their college or university is located. NAY (Election inspectors should be residents of the community.)
2046 Establishes the mental health educational opportunity program and the mental health higher educational opportunity program to provide additional educational opportunities for students at certain universities and colleges in the state to enroll in academic programs that lead to a degree or degrees required for licensure in any of the mental health professions. NAY (Carves out a financial aid exception for students without any lawful immigration status.)
3334 Requires the commissioner to establish Asian American, Native Hawaiian, and Pacific Islander history and civic impact curriculum or instructions for school districts. AYE
3340 This bill would decouple the New York State tax treatment of gains from qualified opportunity zones in calculating taxable income from the Federal Tax Code. NAY (Tax increases for some.)
5189 Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions. AYE
5228A Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to any and all initiatives regarding the promotion and advancement of fatherhood, including but not limited to all marginalized fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy. 6017 Amends state urban development corporation act to allow for loans, loan guarantees, interest subsidies and grants to be given to various entities in order to expand or build grocery stores and supermarkets in underserved areas. 6832 COSPONSOR Relates to participation in World Trade Center rescue, recovery and cleanup operations by members of the organized militia; provides that members of the organized militia shall qualify as employees for the purposes of making a claim under the workers' compensation law for participation in the World Trade Center rescue, recovery and cleanup operations. 7032 Provides qualified homeless individuals non-driver state identification cards if there is proof provided that such individual is in fact homeless. NAY
7494A Provides for securities fraud whistleblower incentives and protections; defines terms; grants whistleblower awards for one or more whistleblowers who voluntarily provide original information to the attorney general that was the basis for a successful covered enforcement action; protects whistleblowers from retaliation; authorizes the attorney general to adopt any necessary rules and regulations; makes related provisions. 7605A Relates to the Nesconset Volunteer Exempt Firefighter's Benevolent Association; provides for the purpose of such association, and its use of foreign fire insurance premium taxes. AYE

7720 SPONSOR Authorizes the issuance of "Blue Star Mother" and "Blue Star Family" distinctive license plates for parents and family members of active duty service members; establishes the "blue star mothers and families support fund". AYE
7984A This bill authorizes that any Medicaid recipient currently in the Recipient Restriction Program (RRP) be fully exempt from payment restrictions on opioid treatment services specifically, methadone and buprenorphine when those services are provided by licensed Opioid Treatment Programs (OTPs). AYE
9058 Extends limitations on the shift between classes of taxable property in the town of Orangetown, County of Rockland for the 2026--2027 assessment rolls. AYE
9276 Permits an eligible retirement system member to receive, in lieu of an ordinary death benefit, a death benefit such member would otherwise be entitled to receive provided such member is a state-paid judge or justice of the unified court system or a housing judge of the civil court of the city of New York. 9330 Provides that the New York labor law shall be construed liberally in favor of workers for the accomplishment of the remedial purposes of the Labor Law, regardless of whether similarly-worded provisions of federal laws, such as the Fair Labor Standards Act, have been so construed. 9643 Prohibits the use of biometric identifying technology in schools for any reason other than certain specified purposes; adds fingerprint identification of teachers, administrators and students for the purpose of securely logging into a digital device for academic and administrative purpose to allowable purposes. 2667C Prohibits the use of restraints on and the use of force against incarcerated individuals during labor and incarcerated individuals who have experienced different pregnancy outcomes, absent extraordinary circumstances, and on pregnant and post-pregnancy persons during a custodial interrogation; provides for certain exceptions for restraints to be used and in such case limits the use to wrist restraints. NAY
3500 Designates March twenty-first as a day of commemoration to be known as "Down Syndrome Awareness Day". AYE

4040 Establishes a process for creating City Community Improvement Projects (CCIPs) in New York City. AYE
4155A Requires contracting agencies to contact minority and women-owned business enterprises when such enterprise is listed on a utilization plan and when a contract is awarded; mandates that the prime contractor use such enterprise identified on the utilization plan, unless such enterprise cannot perform or is no longer state certified. 4448A Authorizes the county of Clinton to employ retired former members of the division of state police as special patrol officers. AYE
4571B Directs the New York state energy research and development authority to establish a floating solar incentive and education program to provide information and resources including technical assistance, access to industry standards, and financing available through the authority or other public or private sector sources, to municipalities, developers, builders, design professionals, and potential owners for the construction of floating solar. 5727 Provides that a dental hygienist shall not administer local block anesthesia without a certificate and except under the personal supervision of a dentist and in conjunction with the performance of dental hygiene procedures authorized by law and in accordance with regulations promulgated by the commissioner. 5737A Increases the time frame for payments of certain expenses by adoptive parents to 180 days prior to birth and 45 days after birth. AYE
5883 Relates to establishing distinctive "Alzheimer's Awareness" license plates; provides that the funding for such be deposited in the "Alzheimer's disease assistance fund". AYE
6233A COSPONSOR This bill would increase the value of the tax credits for volunteer firefighters and volunteer ambulance workers from $200 to $800. AYE

7762B Authorizes the assessor of the town of Brookhaven, county of Suffolk, to accept an application for a real property tax exemption from Ministerios Sion, Inc. for all of the 2024 general taxes and all of the 2023- 2024 school taxes. AYE
7808A This bill would amend the Retirement and Social Security Law section 443 relating to the determination of salary base for members of the New York city police pension fund, to provide that the salary base for members of the New York City Police Pension Fund whose employment commenced on or after July 1, 2000 shall be determined in the same manner as members whose employment commenced prior to such date (original tier II members). 9378 Provides for eligibility of certain participants in the New York City employees retirement system to opt into the twenty-five year retirement program for EMT members. AYE
9408A This bill would create a five-year prohibition on the manufacture, distribution, sale, or holding for sale of chatbot toys in New York. NAY
9497 Requires insurers to cover the substitution of a brand name prescription drug when the federal food and drug administration has declared that there is a supply issue with a generic drug. NAY (Takes away health plan's ability to mitigate excessive and accelerating price hikes of prescription drugs and would only serve to protect pharmaceuticals' high drug prices.)
9500A Establishes the New York State grid reliability and energy affordability transition (GREAT) act; establishes the virtual power plant program to help reduce energy costs and grid reliability risks; provides incentives to participants for supporting the grid by investing in distributed energy resources and reducing net energy costs. NAY (Unclear to what extent utilities will be punished for lack of participation.)
9539A This bill amends the provisions of the law regarding the transmission of public school and BOCES lead testing results of drinking water in such schools to the Department of Health and the State Education Department by requiring the reporting system utilized by the Department to track and maintain public records of original testing results of fixtures testing above the appropriate action level of lead drinking water (5 parts per billion), as well as any progress made toward remediation. AYE
9664 Establishes the New York state rural ambulance services task force to conduct annual studies on the availability of ambulance services in rural areas and to make recommendations upon the findings of such studies; requires the department of health to submit an annual report detailing the findings of such studies. AYE
9671A Requires the board of elections to notify victims of domestic violence whose registration is maintained as confidential of the expiration of the confidentiality of such registration records; requires such notice to include information on a new application for confidentiality of records. AYE
9683A Authorizes the city of New York to sell certain lands now or formerly under the waters of Whale Creek otherwise known as Wyckoff Creek, and formerly a tributary of Newtown Creek. AYE
9761 This bill seeks to make changes to the prompt contracting law to help address not-for-profits' largest challenges with state funding. AYE
9853A Increases the number of athletic trainers that a physician can supervise at one time from four to six. AYE
9855A Requires state agencies entering into new or renewing contracts for not-for-profit organizations, and if the funds have already been appropriated, the agency shall provide an advance payment equal to 25% to cover expenses incurred in the first quarter. AYE
9881 Provides for a line of duty disability presumption for any condition of impairment of health caused by diseases of the lung, resulting in total or partial disability or death of certain deputy sheriff members of a retirement system in certain cities. AYE

9885A Provides that reimbursement payable for grants for nonpublic school safety equipment shall be paid within twelve months of the nonpublic school furnishing all required application materials for such grant to the department of education; requires the commissioner of education to report on any such reimbursements payable. 9966 Requires both the department of public service staff and the utility to provide separate, substantive responses to discovery requests and cross examination questions seeking evidence or explanations related to elements of the joint proposal and explain how any contested aspect of the joint proposal delivers outcomes for utility consumers that are in compliance with all applicable laws and are at least as favorable as would have resulted had its testimonial position been approved by the public service commission. 9977A Relates to the Islip Terrace Volunteer Exempt Firefighter's Benevolent Association; makes technical amendments to the chapter incorporating such association. AYE

10092 Enacts the "no gambling ads for kids act" under which certain covered platforms and social media platforms are prohibited from advertising a service permitting gaming-related gambling, predictive market wagering, online sweepstakes gaming, sports related gambling, and/or traditional online gambling to minors. AYE
10094 Establishes a standardized statewide system for collecting, recording, and monitoring winter road maintenance operational data in order to improve efficiency, enhance transparency, and support the protection of water resources in the state of New York; requires calibration of all deicing material application equipment used for winter highway maintenance on public roads. NAY (Could be costly to local governments.)
10113 Provides that a microbusiness licensee authorized to conduct retail sales may serve as a processor and cultivator for purposes of cannabis showcase event permits. AYE
10165A Authorizes the Cong Ahavas Yisrael, Inc. to receive retroactive real property tax exempt status for the 2026 assessment roll and all of the 2025-2026 school taxes. AYE
