The following bills were approved in the NYS Senate. Senator Gallivan's vote is noted for each bill.
S7328B Increases the number of commissioners of the public service commission to eight; requires the commission to have a duty to protect public interest, including ensuring access to utility services for residential and business customers; prohibits commissioners from having been employed within the last two years by an electric, gas, steam, telecommunications, or water utility that is regulated by the commission. AYE
S561A This bill requires DHCR to provide notice to individuals living in rent-regulated apartments of their possible eligibility for SCRIE and DRIE Programs. AYE
S6389 This bill would require DOCCS to study gender disparity in resources provided to incarcerated individuals to include what resources are made available to such individuals; the amount of such resources for each gender; the reasons for any disparities between the amount of such resources made available for each gender; and any other related information deemed relevant by the department. AYE
S120B Prohibits termination of electricity or heat service during forecasts of more than ninety degrees or less than thirty-two degrees. AYE
S4325A Authorizes Powell House, in the village of Farmingdale, county of Nassau, to apply for and receive a retroactive property tax exemption with respect to the 2024-2025 school tax assessment rolls and the 2025 general tax assessment roll. AYE
S7316 Requires the forfeiture of benefits to be paid pursuant to a service awards program to volunteer firefighters who have been convicted of felonies committed against a volunteer fire department, volunteer fire company, fire district, or fire protection district. AYE
S2453 Amends criminal procedure law and civil practice law and rules to provide for the tolling of all criminal and civil statutes of limitation for causes of action against a person while said person holds the office of President of the United States. NAY (Political.)
S9632 Purpose of this legislation is to protect freedom of speech and creative expression in New York State. Ensures that criminal defendants are tried based upon evidence of criminal conduct, not the provocative nature of their artistic works and tastes. Limits what the proffering party is allowed to introduce into evidence. NAY (Impacts the admissibility of creative expressions to prove essential facts beyond just the commission of the crime.)
S7335 Allows a recently retired homeowner to use his or her most recent tax return, rather than the return from two years before, in applying for the Enhanced STAR benefit. AYE
S9908A Requires the division of housing and community renewal to calculate the period of rent reduction due to diminution of services from the date of actual diminution of the services. NAY (This bill strips out protections for property owners, and would expand the rent reduction for tenants beyond when DHCR has served notice on the owner.)
S4780 This bill would amend section 239-nn of the general municipal law, to mandate that a legislative body of a municipality must give notice to an adjacent municipality, when a hearing is held by such body relating to the adoption or amendment of any zoning ordinance or local law or comprehensive plan, where such changes would affect a parcel or parcels that are within 500 feet of an adjacent municipality. NAY (Could stymie economic development efforts. Infringes on home rule.)
S9197 Provides for the incorporation of the New Hartford Volunteer Exempt Firefighters' Benevolent Association. AYE
S9788 Amends provisions of law governing arbitration proceedings; specifies fees and expenses with regard to employment or consumer arbitration proceedings; directs certain sanctions on a party which breaches an arbitration agreement. NAY
S10042 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation regarding the management of fluke-summer flounder to December 31, 2029. AYE
S10047 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage Atlantic and short nose sturgeon. AYE
S3247 Requires that the power authority, in consultation with the energy and research development authority, the department of transportation, and any other relevant state or local agency or department, require that all newly constructed electric vehicle charging stations available for public use which are capable of accepting payment accept all major credit cards. AYE
S5989A Requires school districts to establish a method by which a parent may request a local library card for their minor child on the school registration form. AYE
S182 Increases the Federal Poverty Level income limit from two hundred percent to four hundred percent with regard to the one-time, six-month earned income disregard for job entrants having completed a public assistance employment training program, as enacted in the FY 2023-2024 budget. Directs OTDA to seek any necessary federal waivers. AYE
S360 This bill would require the Commissioner of the Department of Health, in consultation with the Commissioner of Addiction Services and Supports to review any policy in facilities operated by the Department of Correction and Community Supervision and in all local correctional facilities NY Sheriffs’ Association. NAY (This bill would require significant investment and would be a massive undertaking by the DOH. Currently, DOH is required to review HIV, AIDS, hepatitis C and COVID-19 policies instituted by DOCCS and local jails.)
S429 Requires the NYS Office of the State Inspector General to investigate any complaints of sexual assault in DOCCS operated facilities. Provides that any incarcerated person who claims to have been sexually assaulted to have the right to report the incident directly to the State Inspector General who will create a confidential and secure reporting system to report such incidents. AYE
S1067A Establishes the New York state park adopt-a-trail stewardship program and the New York state park adopt-a-trail stewardship program fund. AYE
S1849A This bill provides that whenever the chief administrator is required to compile, report or make other court data publicly available, or wherever the chief administrator opts to require such collection, reporting and public availability of data, this shall include data from all courts, including the town and village courts, disaggregated by county and by individual court. NAY (Purpose/benefit? Cost to local governments.)
S2126 This bill would require SED to annually convene a Statewide convention of underrepresented educators to discuss experiences, best practices, and afford for networking, mentorship opportunities, and support. It would also require at least five regional conventions be held annually for the same purpose. AYE
S2470 Adds a tax abatement for electric energy storage equipment for certain properties in a city of one million or more persons to state that on or after January 1, 2027 and before January 1, 2029, the amount of the tax abatement would be the lesser of either (i) 10 percent of eligible electric energy storage equipment expenditures in each year of the compliance period, (ii) the amount of taxes payable in such tax year, or (iii) $62,500. AYE
S2602 Establishes the office of Native American affairs to act as a centralized office for Native American nations to access information on state programs that are provided to Native Americans. AYE
S4042A Provides for adult changing tables to be placed within an enclosed restroom facility or other similar private facility that is for use by persons with disabilities who need help with diapering at commercial places of public amusement and state owned buildings open to the public. AYE
S9516 Would provide a "Tied House" wholesale license exemption for the fifth floor in a building in the SoHo neighborhood of lower Manhattan for Kermit Lynch Wine Merchant. AYE
S10520 GOVERNOR'S PROGRAM BILL - This extender will provide approximately $8 billion in additional appropriation authority from May 18, 2026, through Wednesday, May 20, 2026. AYE
S4071B Amends Public Authorities Law to add a definition for "stormwater" and to include "stormwater" within the meaning of "sewage," "sewerage facility" or "sewerage facilities," and "sewerage system." AYE
S1633B Establishes protections regarding the privacy of information by a patient disclosed through health information networks and held by health care providers should such patient request restrictions on disclosures from all such networks/health care providers. NAY (Sponsor contends this is necessary due to the criminalization of abortion care and gender affirming care in other states. Moreover, places significant requirements on the health information industry and undue administrative burdens and legal risks on providers who attempt to comply without clear timelines or guidance.)
S6009B Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in an appropriate and safe designated area that has been established by the chief or officer in charge; provides such participants cannot respond to an emergency on a vehicle using lights and/or sirens; provides such participants may not enter a burning structure; protects volunteer fire departments and fire companies from certain criminal and civil liability potentially arising from the operation of a youth program. AYE
S4479 Requires the workers' compensation board and the department of labor to publish lists of debarred entities as open data; directs the office of general services to maintain and publish such lists on their website. AYE
S5382 Provides that facilities receiving funding from the office of addiction services and supports be designed and constructed in a manner that promotes privacy while bathing, sleeping, using restrooms, and receiving individual counseling services, while also allowing for maximization of the use of such facilities. AYE
S4832A Requires the workers' compensation board to submit a supplemental report every year, including recommendations to modernize the board and data such as the number of claims filed, the number of awards, the length of time for decisions to be made, and the number of frivolous appeals made by employers. AYE
S7266 Adds soccer, lacrosse, ice hockey and field hockey programs to the statute requiring information on concussions. AYE
S5265A Requires the Department of Corrections and Community Supervision (DOCCS) to cooperate with an authorized agency of a local department of social services to screen incarcerated individuals, 30 days prior to release, for eligibility for SNAP benefits and to assist such individuals in applying for said benefits. NAY (Personal responsibility.)
S5310 COSPONSOR Exempts certain commercial lines insurance transactions placed by wholesale insurance brokers from the excess line diligent effort requirement. AYE
S7236 Prohibits the purchase of ammunition if such purchaser failed a background check, is prohibited by federal law or is subject to a temporary or extreme risk protection order issued pursuant to article sixty-three-A of the civil practice law and rules (previous division of state police departmental). NAY
S9153 Adds parcels of land to the list of premises which are exempt from the provisions of law which generally restrict manufacturers/wholesalers and retailers from sharing an interest in a liquor license. AYE
S9764 This bill would prevent a court, in a child custody case, from prohibiting a parent from undergoing a gender reassignment as a condition of receiving custody. NAY
S8624 Permits courts to award punitive damages against an estate for sexual abuse. AYE
S611B Permits the court to allow victims of misdemeanor crimes to request and be granted an opportunity to speak at sentencing. AYE
S8841A This bill would authorize organ, eye and tissue registration of consent to make an anatomical gift on any personal income tax document subject to mandatory electronic filing, in addition to the various other ways to do already codified under the law. AYE
S1185 Establishes the congressional chartered veterans service organizations fund; provides for gifts made to such fund on an individual's personal income tax return. AYE
S9543 Provides an exemption for a certain parcel of land in Manhattan from selling alcohol within a certain distance from a church; provides for the repeal of certain provisions upon expiration thereof. AYE
S6460B COSPONSOR Establishes the crimes of sex trafficking of a vulnerable person (class B felony) and predatory sex trafficking (class A-II felony) when a person intentionally advances or profits from prostitution of a vulnerable person. AYE
S8370 SED DEPARTMENTAL - Clarifies the responsibility of school districts for certain temporary-resident preschool children with disabilities who are in foster care, are homeless or are in residential care. AYE
S682 Increases the penalties for stopping, standing, or parking in handicapped spaces without a handicapped permit to not less than $150 nor more than $300 for the first offense and $300 to $550 for the second offense occurring within a period of five years within the state. AYE
S10043 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage scup to December thirty-first, two thousand twenty-nine. AYE
S10072 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage winter flounder to 12/31/2029. AYE
S3883B This bill authorizes EMT-paramedics, acting within their scope, to administer controlled substances for use by a person with a substance use disorder or habitual user, to relieve acute withdrawal symptoms. AYE
S4275A Establishes new requirements on operators of nursing homes in order to close a nursing home in the state. NAY (Additional protections for nursing home residents notwithstanding, this bill will likely be overly burdensome on operators struggling due to staffing shortages, inflationary costs and state regulatory policies.)
S6847 This bill requires the New York State Department of Building to develop a pamphlet known as the "Adjacent Neighbors' Bill of Rights." NAY (Another mandate put on developers, increasing their costs.)
S6848 Directs the Department of Agriculture and Markets to increase the number of regional farmers' markets for the direct marketing of foods and produce produced in the state. AYE
S10111 Amends the administrative code of New York City, the Emergency Tenant Protection Act, and the Emergency Housing Rent Control law to prohibit tenants from being charged a surcharge for the installation of a dishwasher. NAY (Efforts to prohibit landlords from recouping costs associated with such installations will put further pressure on rental markets.)
S8848 Requires the state board of law examiners to establish protocols for addressing emergencies that occur during the administration of the bar examination, and to provide testing accommodations for persons who have applied for examination for admission to practice and are the subject of, or a witness to, or are affected by the emergency. AYE
S1011 To require individuals employed and participating in one of New York state retirement system to formally acknowledges termination of participation in the retirement system. NAY
S5691B Authorizes the town justice of the town of West Almond, county of Allegany, to be a nonresident of such town, so long as such person resides in Allegany county. AYE
S8454 Exempts persons holding the offices of public health director and director of community services of St. Lawrence county from the requirement that such person be a resident of the political subdivision or municipal corporation of the state for which such person shall be chosen or within which such person's official functions are required to be exercised. AYE
S3958A Requires children’s overnight, summer day and travelling summer day camps to ensure that every enrolled child has been administered an adequate dose or doses of all immunizing agents, pursuant to section 2164 of the public health law. Further requires each camp operator to keep a current certificate (for 60 days after the close of said camp for the season) of immune history, documentation of additional evidence of immunity, or documentation of a valid medical exemption for each child attending camp and that a camp operator may permit a camper who is in the process of receiving a vaccine series to attend such camp. NAY (This bill incorporates arbitrary language adopted in other vaccine related legislation.)
S510 Requires that the manufacture date of motor vehicle tires be included on the receipt for the sale. AYE
S7007 Establishes a mandatory mental health first aid training program for licensed cosmetologists and barbers. NAY
S2121 Relates to providing education and outreach programs related to home visiting programs which provide support for pregnant and parenting families, and have been proven to improve outcomes for mothers, infants, and families; provides that such information shall include information on services available from such programs, eligibility, and relevant contact information. AYE
S6023 Requires the division for small-business to publish a small business compliance guide and post such guide to the division for small-business's website. AYE
S10057 Requires employers to obtain an acknowledgement of receipt from employees of their sexual harassment prevention policy and sexual harassment prevention training program. AYE
S2481 Requires the New York state energy research and development authority conduct a study on the feasibility, storing and transferring of hydrogen energy to residential and commercial structures in cities and towns with a population greater than twenty thousand. AYE
S10544 GOVERNOR'S PROGRAM BILL - This extender will provide approximately $1.9 billion in additional appropriation authority from May 20, 2026, through Tuesday, May 26, 2026. AYE
