S5939C COSPONSOR This bill would require a pharmacy benefit manager (PBM) to pay an in-network pharmacy at minimum the national average drug acquisition cost (NADAC) rate or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under Medicaid. AYE
S8555 Extends the authority for the town of Brookhaven to impose a real estate transfer tax with revenues therefrom to be deposited into a community preservation fund until 2045. AYE
S3207B This bill amends the public health law to establish a maximum contaminant level of 4 parts per trillion (ppt) for perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) and 10 parts per trillion (ppt) for perfluorononanoic acid (PFNA), perfluorohexane sulfonate (PFHxS), hexafluoropropylene oxide dimer acid (HFPO-DA), and perfluorobutane sulfonate (PFBS) in drinking water supplies. S4099 Provides that no landlord shall deny access to a licensed professional engineer or licensed registered architect hired by any tenant or tenant association representing tenants of a multiple dwelling of six units or more for the purpose of conducting an inspection of a major capital improvement for which an application for a maximum rent adjustment has been filed by the landlord. NAY (Infringement of landlord rights.)
S5257C Requires mandatory background checks for persons employed by or volunteering at any business, organization, or entity that regularly provides instructional, recreational or extracurricular services to minors, including but not limited to dance studios, gymnastic schools, martial arts academies, sports training facilities, music schools and performing arts schools, tutoring and academic enrichment centers; provides for enforcement and penalties; prohibits certain people from owning such businesses. AYE
S6390A Requires the commissioner of corrections and community supervision to make correctional facility water testing results accessible directly to incarcerated individuals and correctional facility staff in such facilities and make such water testing results available to the public on the website of the department. AYE
S4152A Establishes September twenty-second of each year as a day of commemoration known as Veteran Suicide Awareness and Remembrance Day. AYE
S3180A Provides the director of the office for the aging to develop a program to train senior service providers in detecting and reporting elder abuse. The bill also includes training on the counseling of elder abuse. AYE
S1784A The bill would amend section 373 of Agriculture and Markets Law to require the property owner or lessor of property that has been vacated as a result of an eviction, foreclosure, default, or abandonment, to inspect the property within three days of such known vacancy to search for the presence of abandoned animals. AYE
S5067B Directs the commissioner of education to change the name of the state high school equivalency diploma, formerly known as the general education development (GED) program, to the Excelsior diploma. AYE
S1009 Authorizes a veteran's close friend or family who is reasonably familiar with such veteran's wishes to request that such veteran be buried in a state veterans' cemetery. AYE
S2091A Establishes standards for the reuse of deconstructed building materials; requires the uniform building code to set standards for the use of solid-sawn lumber in construction and for the grading of used solid-sawn lumber; requires the secretary of state to develop a program for grading reclaimed wood for structural purposes. AYE
S4945 This bill would amend article 9 of the Public Authorities Law related to reporting requirements to require certain reports of public authorities be open for public inspection via the public authorities reporting information system. AYE
S614B This bill establishes the presumptive eligibility of individuals incarcerated by DOCCS or a local correctional facility for Medicaid. Such eligibility must continue up until 60 days after release of such individual from incarceration. NAY (Fiscal impact to local correctional facilities due to mandates this bill would impose. Increases state costs as enrollment would increase as well.)
S2666B Provide that a person who gives birth in a hospital or medical facility while in the custody of an institution or local correctional facility shall be permitted to keep all health and newborn-related supplies and equipment provided to them by the hospital or medical facility upon their return to the institution or correctional facility. NAY (Unfunded mandated. Place additional burdens on local correctional facilities. No provisions for law abiding mothers.)
S2011A Directs the department of state and the public service commission to study and report upon the prevalence of the disclosure by public utilities, cable television companies and cellular telephone service providers to credit reporting agencies of late payments and defaults in payment of fees and charges by consumers. NAY (Admin cost for little benefit.)

S8732 Expands the area outside Montgomery county in which a deputy sheriff in Montgomery county may reside. AYE
S9387 Removes residency requirements for persons holding the office of assistant district attorney for the county of Ulster; provides that a person holding such office may reside in Ulster county or an adjoining county within the state. AYE
S9650 This bill provides that a landlord, or any person acting on behalf of a landlord, who willfully includes information he or she knows to be misleading or incorrect in any notice provided pursuant to the 421- A program (Affordable New York Housing program) about the unit becoming subject to decontrol upon the expiration of such tax benefit, shall be guilty of a violation. NAY
S9792 Permits amendment of a claim or notice of intention to file a claim to correct jurisdictional pleading defects and the dismissal of a claim based upon claimant's failure to comply with jurisdictional pleading requirements. AYE
S8962 Authorizes the assessor of the county of Nassau to accept an application for a real property tax exemption from the Telugu Literary and Cultural Association for the property located at 1 North Village Green, hamlet of Levittown, town of Hempstead, county of Nassau. AYE
S7784A COSPONSOR Requires that the state university of New York's board of trustees and the city university of New York's board of trustees shall each adopt a policy requiring all state university of New York, city university of New York, college, and community college campuses that offer membership programs to the general public for the use of fitness and aquatic facilities, to permit disabled veterans to obtain a membership for the use of fitness and aquatic facilities upon the same terms and conditions as apply to the general public, but without payment of any fees or other charges, or at a discounted rate; defines "disabled veteran". AYE
S7779 Amends the vehicle and traffic law by adding section 404-ff. This allows for any veteran or spouse of a veteran, upon request, to be issued a distinctive Borinqueneers license plate. AYE
S5452 Requires a commissioner to meet certain qualifications before his or her appointment which shall include, but not be limited to, the qualifications prescribed by section three of the public officers law, and demonstrated experience in election administration or other management, operations, or administrative experience in the public, non-profit, or private sector as deemed sufficient by the board. NAY
680 Requires NY-Alerts to be issued within thirty minutes of a disaster or state disaster emergency or as soon as practicable. AYE
S6882 Prohibits local governments from prohibiting the construction, installation, or operation of carport mounted solar energy systems with a nameplate capacity of five megawatts or less. NAY (Usurps local decision making.)
S8131 Includes the unaccrued portion of a non-schedule award in the amounts to be payable to and for the benefit of certain persons where a claimant was entitled to death benefits at the time of death. AYE
S1280B The proposed bill titled the "Healthy Homes Right to Know Act" sets forth labeling requirements for gas stoves. Under the bill, gas stoves sold in the state would be required to have a removable prominent warning label affixed to them. NAY (Should use science based warning.)
S8956 Transfers the village of Potsdam housing authority to the village of Canton housing authority; repeals provisions relating to the village of Potsdam housing authority. AYE
S9961 Authorizes local governments to provide a real property tax exemption on real property owned by certain volunteer auxiliary police officers in Suffolk county. AYE
S10023 Limits the amount of property tax shift between homestead/non-homestead and class share apportionment for local governments within and including Nassau and Suffolk County. AYE
S8288A Provides for the use of rooms within a public school at a reasonable rate. AYE
S10049 Updates the definition of cyberbullying in the dignity for all students act to include intentionally using artificial intelligence to mimic or alter a person's likeness or voice without their consent. AYE
S9789 This bill amends the uniform city court act and the uniform justice court act so that in small claims actions where the claimant is or was a tenant or lessee of real property owned by the defendant, and the claimant is unable to provide notice of the claim to the defendant at their residence or office (place of work), then they can provide notice to them anywhere in the state where claimant can mail or deliver rent. NAY
S5134 Directs the commissioner of corrections and community supervision, in consultation with the commissioner of health and the commissioner of mental health, to develop a uniform electronic medical records system to be utilized by all correctional facilities in the state. AYE
S10039 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage Atlantic herring to December thirty-first, two thousand twenty-nine. AYE
S6020A Requires the director of the division of minority and women's business development in the department of economic development to give additional time for a business enterprise to cure defects in its application for certification or correct defects when a certification is revoked. AYE
S1634A Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services. NAY (Requiring the submission of extensive and duplicative information, this bill would impose significant financial and administrative burdens on insurers and raise consumer costs.)
S6578A Provides that consenting registrants of the adoption information registry may pre-authorize the release of identifying information. Specifically, it creates a preauthorization form to be used by an adoptee, or either of the birth parents, and/or a biological sibling to consent to the release the consenting registrants' identifying information to the consenting registrants. AYE
S7484A Establishes a statewide residential families committee within the developmental disabilities advisory council. AYE
S9793 This bill repeals §470 of the judiciary law which allows an attorney (admitted to practice in New York) who is a resident of another state to practice in New York, provided such attorney maintains a law office in New York. AYE
S2516A Directs the department of social services to establish a refugee resettlement program with the goals of achieving economic and social self-sufficiency, assisting victims of human trafficking, and assuring proper foster care for unaccompanied refugees. AYE
S6150 Relates to the reporting of suspected financial exploitation; requires the superintendent of the department of financial services to develop guidelines relating to reporting suspected financial exploitation; provides that a third party who reports suspected financial abuse shall have immunity from any civil or criminal liability as a result. S6225 Requires inspections of child day care homes, programs and facilities include the full premises; requires providers of a family day care home or group family day care home to disclose to the office of children and family services all persons who reside in the home where child day care is being provided. S9027 Authorizes the village of Ellicottville to impose a hotel and motel tax not exceeding five percent of the per diem rental rate for each room. AYE
S9107 Extends the authorization of the town of Cornwall in Orange county to impose a hotel and motel tax by three years. AYE
S9157A Authorizes the city of Batavia to impose a hotel and motel tax not exceeding five percent of the per diem rental rate for each room. AYE
S9264A Extends the authorization of the city of Beacon to impose a hotel and motel tax for an additional three years. AYE
S9273 Exempts certain parcels of land from licensing restrictions prohibiting manufacturers, wholesalers and retailers of alcoholic beverages from sharing an interest in a licensed premises and from selling at retail for consumption on and off the premises. AYE
S9314 Authorizes the village of Orchard Park, county of Erie, to impose an occupancy tax upon persons occupying a room for hire in any hotel or motel in an amount not to exceed 4% of the per diem rental rate for each room; provides for the expiration and repeal of such provisions on December 31, 2028. S9374 Authorizes the town of Clinton to impose a 3% occupancy tax upon persons occupying hotel or motel rooms in such town; provides for the repeal of such provisions upon expiration thereof. AYE
S9376A Authorizes the town of Lancaster, county of Erie, to impose an occupancy tax not to exceed three percent. AYE
S9504A Extends the authority of the city of Poughkeepsie to impose a hotel and motel tax for an additional three years. AYE

S10001 Provides for a license to sell liquor at retail for consumption on certain premises at 22 N Main Street in the village of Florida, county of Orange. AYE
S8859 Extends certain provisions relating to bonds and notes of the city of Yonkers until June 30, 2027. AYE
S9839 Facilitates the marketing of any issue of serial bonds or notes of the city of Buffalo issued on or before June 30, 2027. AYE
S10266 Provides that the additional rate of sales and compensating use tax imposed by Cortland county shall not be subject to preemption. AYE
S267 Authorizes the director of the division of minority and women's business development and the mayor of the city of New York to enter into a memorandum of understanding to allow reciprocity between the state and New York City for businesses that are certified as minority and women-owned business enterprises. AYE
S2073 Requires the department of motor vehicles compile a list of veterans who apply for a veteran driver's license and provide such list to the department of veterans' services to aid in outreach efforts by the department of veterans' services. AYE
S7786B Authorizes the Department of Veterans' Services to consult and collaborate with relevant offices in the federal department of veterans affairs, the department of health, the state office for the aging and other HCBS experts to develop educational materials for veterans and their families about the accessibility to home and community-based services. S8233 DEPARTMENT OF VETERANS' SERVICES DEPARTMENTAL - Authorizes New York City agencies to award procurements up to $1.5 million without formal competition to businesses certified as special veteran emerging business enterprises, defined as both service-disabled veteran owned and emerging business enterprises. S10000 UNIFIED COURT SYSTEM DEPARTMENTAL - Authorizes children who will be 18 or older on the date of a permanency hearing to apply to dispense with the provision of notice and copy of such hearing and to redact portions of the hearing report. AYE
S79 Requires that all special education students attending schools scheduled to be closed or to undergo a significant change be assigned to new schools prior to the implementation of the closing or change. AYE
S1140A This bill would amend the tax law to add a new Article 12-B, which would establish a tax on noise from non-essential helicopter and seaplane flights in cities with a population of one million or more. NAY
S1192 This bill would create a program for veterans and active duty service members who commit crimes as a result of PTSD, traumatic brain injuries or other illness or injures, where such illness or injuries resulted from their military service. AYE
S3243A Establishes a five-year dental health demonstration project in the county of Monroe for the purpose of reimbursement to providers for eligible dental diagnostic services for certain eligible populations, including but not limited to pregnant persons and post-partum persons. AYE

S1695 Authorizes municipalities in the county of Orange to add unpaid housing code violation penalties, costs and fines to such municipalities' annual tax levy in accordance with applicable law. AYE
S5168A Authorizes the City of Newburgh to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy in accordance with applicable law. AYE
S9968 Establishes the Harris Hill Volunteer Fire Company Benevolent Association; provides for eligibility of membership, purpose, powers and duties, organization meeting and by-laws, the control and disposal of funds and property and the precept for payment of foreign fire insurance premium taxes. S10012 Authorizes the assessor of the town of Brookhaven, county of Suffolk, to accept an application for a real property tax exemption from Chabad at Stony Brook, Inc. for all of the 2025 general taxes and all of the 2025 school taxes. AYE

S3233A Provides that other than an election officer any person who pays for, mails, or causes to be mailed any mail where such person reasonably knows or should know that such mail: a) is intended to be delivered to a registered voter or applicant for voter registration; and b) may be used by a challenger(other than an election officer) to challenge the qualifications of a voter shall file with the state BOE within 2 business days of such mailing certain enumerated documents. S6258 Allows for NYSTRS retirees to change their retirement plan beneficiary to a spouse at any time either prior to or after retirement. AYE
S1788A Extends eligibility for real property tax exemptions to veterans who served on a submarine or on classified missions during a period of war as documented by military service records. AYE
S8097 Amends Chapter 394 of the Laws of 2018 to repeal the 2028 sunset date and to repeal the requirement for the Department of Financial Services to issue a final principle-based reserving report in 2027. AYE
S9091 COSPONSOR Requires the state office for the aging to maintain a public facing state master plan on aging dashboard on the public website of the office, which includes real-time information and updates on each proposal in such master plan including legislative and budgetary progress. AYE
S8151A Authorizes the commissioner of taxation and finance to establish segment special equalization rates starting in fiscal year 2025 for the Amityville Union Free School District and Farmingdale Union Free School District for the segments of the districts in the towns of Babylon and Oyster Bay. S8961 Authorizes the Merrick Hook & Ladder Co. 1 fire company receive retroactive real property tax exempt status for the property located at 1893 Oakwood Ave, hamlet of Merrick, town of Hempstead, county of Nassau. AYE
S6442 This is a study bill requiring DCJS to review and report to the Governor and the legislature on gender disparity in sentencing outcomes. AYE
S5045A COSPONSOR Provides that any copayment or coinsurance amount charged by an insurer to the insured for services rendered by a physical therapist or an occupational therapist shall not be more than twenty-five percent greater than the copayment or coinsurance amount imposed for an office visit to a licensed primary care physician or osteopath for the same or a similar diagnosed condition. S626 This bill adds the unlawful purchase or sale of ammunition to the offense of Criminal Purchase or Disposal of a Weapon (a class D felony) and renames the offense Criminal Purchase or Disposal of a Weapon or Ammunition. NAY
S9557B Expands disclosure requirements for lobbyists to include appropriations, gubernatorial or local executive orders and tribal-state agreements. AYE

S7928A This bill allows individuals who have previously plead guilty in accordance with a conditional plea agreement to an alcohol or drug related offense who attended an approved 12-15 month treatment course to withdraw their previous plea and plea down to a lesser charge in accordance with their conditional plea agreement to not be issued an additional six month license suspension or revocation. NAY (Lessens accountability.)

S6717A Establishes the fetal and infant mortality review board within the Department of Health for the purpose of reviewing fetal and infant deaths and fetal and infant morbidity and to develop and disseminate its findings, recommendations and best practices annually (may issue such reports more frequently). AYE
S8658 Allows out of state health care professionals to perform services at the Ironman Lake Placid 2026. AYE
S998 Permits telemedicine services for mental and behavioral health issues under the workers' compensation system; permits one in-person visit within twelve months unless such in-person visit causes undue hardship on a patient. AYE

S6573A Requires municipal employees to attempt to identify and notify the owners of a deceased dog or cat recovered on public roads by such municipal employees. AYE

S1100A Ensures that library staff of free association, public, and hospital libraries, and with certain advice, Indian libraries, are able to develop collections, services, and programming that reflect the values and protections established under the human rights law and the equal rights amendment to the state constitution. S6870A This bill would require a study into the access of Capital Funding for State Public Libraries and Library Systems and provide recommendations for the improvement of such access. AYE
S8044A Directs the state librarian to provide guidance regarding evidence-based practices for literacy education to certain libraries. AYE
S7232 Grants immunity from liability for personal injury and property damage sustained by a crime victim upon the premises of a business or nonprofit while seeking assistance, except in the case of gross negligence. AYE
S7499 Relates to the definition and term of real estate listing agreements; provides that no real estate broker shall be a party to a listing agreement if such agreement is for a period longer than two years; provides that a listing agreement shall not be enforceable if the agreement is for a period longer than two years. AYE
S8927 Directs the court to consider whether the companion animal was acquired prior to or during the marriage; the basic daily needs of the companion animal; the party who generally facilitates veterinary care for the companion animal; the party who generally provides the companion animal with social interaction; the party who generally ensures compliance with state and local regulations regarding the companion animal; and the party who provides the greater ability to financially support the companion animal. AYE
S9514A Prohibits certain financial institutions from charging a fee for making monthly, semi-monthly, and biweekly payments or for changing the frequency of mortgage payments. NAY (Impacts New York State Chartered Banks only.)

S6758B This bill would require that when a patient seeks treatment for any condition that causes pain, and a practitioner considers prescribing an opioid for the acute or chronic pain, they must, at the initial prescribing, and before the third prescription refill, consider and discuss with the patient non-opioid treatment alternatives. S6959A Requires that when the Department of Health revokes or suspends or intends to do so in relation to the operating certificate for an Adult Care Facility (ACF) that it carry out certain enumerated tasks. AYE
S1172 Requires towers to clean up any debris in the surrounding area resulting from the vehicles they are towing and tow trucks to be equipped with the appropriate equipment for such clean up efforts. AYE

S10162 Removes residency requirements for Washington county deputy county attorneys, provided that they live in Washington county or an adjoining county within the state of New York. AYE
S4922C Relates to the sale and possession of self-defense spray devices in the state; removes the requirement that only authorized dealers and pharmacists could sell such devices; permits shipping of such devices within the state; repeals certain provisions of law relating thereto. AYE

S8397 DOS DEPARTMENTAL - This bill would allow the state, a city, a town, a village, or other political subdivision of the state to serve process as against the following entities by electronically submitting a copy of the process to the department of state. AYE
S8953 GALLIVAN Establishes the Clarence Center Volunteer Exempt Firefighter's Benevolent Association; provides for eligibility of membership, purpose, powers and duties, organization meeting and by-laws, the control and disposal of funds and property and the precept for payment of foreign fire insurance premium taxes. AYE
S3050A Authorizes an expedited application review process for certain health care professionals licensed to practice in other jurisdictions to practice in this state in connection with Double H Ranch; provides such application fee shall be waived. AYE
S10155 Makes technical corrections to chapter 492 of the laws of 1981 relating to incorporating the Sag Harbor Volunteer Exempt Firemen's Benevolent Association, Inc., and providing for its powers and duties; changes "fireman" to "firefighter" and makes corrections to certain references. AYE

S4612 This bill would add licensed Massage Therapists to the list of authorized providers of workers' compensation. AYE
S6253A Requires state and county boards of elections to post sample ballots online at least twelve days prior to the first day of early voting; requires such ballots to be posted in a searchable database. AYE
S7689B Allows military and special federal voters to apply for a ballot using the electronic absentee ballot application transmittal system or any other electronic means such as email or fax and such application shall not require a subsequent or redundant additional paper version of such registration or application. NAY (Would create security issues by letting individuals register to vote and apply for ballots via email with little verification.)
