Senator Stavisky Earns Perfect Score on New York League of Conservation Voters (NYLCV) 2025 Environmental Scorecard

Albany, NY – State Senator Toby Ann Stavisky received a perfect 100 percent score on the New York League of Conservation Voters’ (NYLCV) 2025 State Environmental Scorecard, which evaluates legislators on key votes related to clean energy, public health, and environmental protection.
The scorecard reviewed priority legislation from the 2025 legislative session, including measures to accelerate New York’s transition away from fossil fuels, protect drinking water, and improve public health and safety. Only 15 members of the State Senate earned a perfect score.
“As an educator and as Chair of the Senate Higher Education Committee, I see firsthand how environmental policy intersects with public health, affordability, and opportunity,” said Senator Stavisky. “Strong environmental standards protect our communities today and help ensure a more sustainable future for the next generation. I appreciate NYLCV’s work to hold lawmakers accountable and to highlight the importance of these issues.”
Among the major accomplishments reflected in this year’s scorecard was the repeal of the outdated 100-foot rule, a reform that will help accelerate clean energy deployment and is expected to save ratepayers hundreds of millions of dollars annually. The Legislature also advanced measures to improve the safety of e-bike and e-scooter batteries, strengthen the Septic System Replacement Program, update the appraisal of renewable energy systems, and enact a ban on PFAS in menstrual products.
Although the State Budget is not included in the evaluation, NYLCV highlighted significant environmental investments included in the 2025 budget, including $1 billion for climate mitigation projects, record funding for the Environmental Protection Fund, continued investment in clean water infrastructure, and funding for thermal energy networks at SUNY campuses and in communities across New York.
The NYLCV Environmental Scorecard is released annually and is widely used by voters and advocates as a benchmark for evaluating legislative leadership on environmental issues.
