TITLE OF BILL:
An act
to amend the executive law and the state technology law, in relation
to global positioning system technology in state vehicles on and
after January 1, 2012

PURPOSE:
This bill would require that all vehicles acquired for state
use on or after January 1, 2012 be equipped with global positioning
system technology.

SUMMARY OF SPECIFIC PROVISIONS:
Section 1 - adds a new section 201-b
to the Executive Law providing that all vehicles acquired for state
use on or after January 1, 2010 shall be equipped with global
positioning system technology. The Office of General Services, in
coordination with the Office for Technology, is required to establish
a program to track these vehicles and submit such plan to the
Governor, the President of the Senate and the Speaker of the Assembly
on or before July 1, 2012.

Section 2 - adds a new section 103-a to the State Technology Law to
provide all vehicles acquired for state use on or after January 1,
2012 shall be equipped with global positioning system technology. The

Office of General Services, in coordination with the Office for
Technology, is required to establish a program to track these
vehicles and submit such plan to the Governor, the President of the
Senate and the Speaker of the Assembly on or before July 1, 2012.

Section 3 - Effective date.

CURRENT LAW:
New law in New York State. Many local communities in New
York, and other states and communities across the country have
recognized the safety and cost benefits of using this technology.

JUSTIFICATION:
Global positioning systems have now become mainstream
technology that can provide many benefits at low cost. The systems
can provide important safety benefits to operators of vehicles in the
event of an accident, storm or vehicle breakdown. They can be used to
help an operator who is lost, and instantly locate a vehicle that has
been involved in an accident. In addition, the system can determine
if a vehicle is being improperly used, offering savings to the state
for fuel, wear on the vehicle, employee time misused and potential
liability when a state vehicle is being improperly operated. The
benefits, in both heightened safety and cost savings far exceed the
modest costs to install and monitor these systems.

FISCAL IMPLICATIONS:
Expected savings to state.

This act shall take effect immediately and the

AN ACT to amend the executive law  and  the  state  technology  law,  in

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The executive law is amended by adding a new section 201-b
to read as follows:
  S 201-B. GLOBAL POSITIONING SYSTEM TECHNOLOGY IN STATE VEHICLES.    1.
ALL VEHICLES ACQUIRED FOR STATE USE ON OR AFTER JANUARY FIRST, TWO THOU-
SAND TWELVE SHALL BE EQUIPPED WITH GLOBAL POSITIONING SYSTEM TECHNOLOGY.
  2. THE OFFICE OF GENERAL SERVICES, IN COORDINATION WITH THE OFFICE FOR
TECHNOLOGY,  SHALL ESTABLISH A PROGRAM TO TRACK VEHICLES ACQUIRED BY THE
STATE WITH THE GLOBAL POSITIONING SYSTEM  TECHNOLOGY  AND  SHALL  SUBMIT
SUCH  PLAN IN WRITING TO THE GOVERNOR, TEMPORARY PRESIDENT OF THE SENATE
AND SPEAKER OF THE ASSEMBLY  ON  OR  BEFORE  JULY  FIRST,  TWO  THOUSAND
TWELVE.
  S 2. The state technology law is amended by adding a new section 103-a
