BILL NUMBER:S5507 TITLE OF BILL: An act to amend chapter 445 of the laws of 2008, authorizing the commissioner of transportation to transfer certain lands in the county of Broome, in relation to extending the time period for such transfer SUMMARY OF PROVISIONS: Section 1 Extends the timeframe within which the commissioner may transfer lands in the county of Broome by 3 years. Section 2 makes the Act take effect immediately. JUSTIFICATION: In 2008, the Legislature allowed for land located near State Route 7 in the City of Binghamton to be transferred to the Broome County Industrial Development Agency (IDA). The Broome County Industrial Development Agency was interested in remediating the site through the Brownfield Redevelopment Program to make the land appealing for purposes of economic development. LIBOUS -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend chapter 445 of the laws of 2008, authorizing the commis- sioner of transportation to transfer certain lands in the county of Broome, in relation to extending the time period for such transfer THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of chapter 445 of the laws of 2008, authorizing the commissioner of transportation to transfer certain lands in the county of Broome, is amended to read as follows: S 3. The commissioner of transportation shall not transfer or convey the aforesaid land pursuant to this act unless application is made and the closing occurs within [two] FIVE years after the effective date of this act. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD11812-01-1
