BILL NUMBER:S1025

TITLE OF BILL:
An act requiring the placement of the New York State "I Love NY" logo
and website link on websites maintained by and advertisements or
public service announcements disseminated by certain agencies,
departments and authorities

PURPOSE OR GENERAL IDEA OF BILL:
This bill seeks to increase tourism through New York State.
Specifically, the bill seeks to increase traffic to the state tourism
website by placing the web address on various websites, advertisements
and public service announcements.

SUMMARY OF SPECIFIC PROVISIONS:
Section one of the bill requires that the Internet website address for
the state tourism website, and the "I Love NY" logo and website link,
be displayed in an easily readable manner on the websites of the
department of agriculture and markets, department of environmental
conservation, office of parks, recreation and historic preservation,
New York State council on the arts, Metropolitan Transportation
Authority, the thruway authority, the canal corporation, the Olympic
regional development corporation, the Adirondack park agency, Battery
Park City, the Hudson River Greenway, Hudson River Park, and tourism
promotional agencies which receive state matching funds.

Section two requires those same agencies, departments and tourism
promotional agencies display the "I Love NY" logo and website address
in advertisements or public service announcements when such
advertisements or public service announcements are related to tourism.

JUSTIFICATION:
New York annually funds and produces hundreds of television, print and
Internet web advertisements and announcements. At little or no cost
the "I Love NY" logo and web address would be incorporated in other
ways. It will enhance top of mind awareness. Additionally, it can
amount to free tourism advertising in multiple markets in cases where
New York media markets overlap and cover other states. Pennsylvania,
New Jersey, Connecticut, Massachusetts, Ohio and Vermont are each
serviced by New York television stations in certain geographic
locations.

Furthermore, by displaying the "I Love NY" logo and website link on
other NYS websites, we can greatly enhance the traffic flow to the "I
Love NY" website at a very minimal cost. The result would be an
increase in tourism spending for the State and a more user friendly
experience for the tourist.

PRIOR LEGISLATIVE HISTORY:
S.8023 of 2005/2006
2009/2010: Passed Assembly & Died in Senate.
Referred to Cultural Affairs, Tourism, Parks and Recreation.
2011/2012: S.2342/A.7102. Assembly advanced to third reading. Amended.

FISCAL IMPLICATIONS:

Undetermined, however an increase in travel to the State will offset
any costs incurred.

EFFECTIVE DATE:
Immediately.
