constitution. Notwithstanding any other provision of law to the contrary, the members of the Independent Redis- tricting Commission may receive up to an annual salary of twenty-five thousand dollars within the amount made available therefor by appropriation. The Independent Redistricting Commission shall, upon an affirmative vote of the members of the commission, determine its expendi- tures and shall make public the expenditure of the funds appropriated to the Commission that it determines to make. Notwithstanding any other provision of law to the contrary, the members, officers, and employees of the Independent Redistricting Commission shall be deemed employees for the purposes of Section 17 and Section 19 of the Public Officers Law. The several amounts named in this section, or so much thereof as shall be sufficient to accomplish the purposes designated by the appro- priations, are hereby appropriated and authorized to be paid as herein- after provided, to the respective public officers and for the several purposes specified, which amounts shall be available for the fiscal year beginning April 1, 2023. Notwithstanding any other provision of law, all moneys paid into the state treasury pursuant to subdivision 1 of section 465 of the judiciary law shall thereupon be transferred to the attorney licensing fund. Notwithstanding any other provision of law, the unified court system may enter into one or more contracts with the center for court inno- vation for services in relation to various judiciary programs and, with the approval of the chief administrator of the courts filed with the comptroller, may expend up to $12.8 million of the funds provided by this section for such services pursuant to such contract or contracts.
