Testimony on Mayor's Rezoning Proposal for East Midtown

Sen. Krueger submitted the following testimony for the Multi-Board Task Force's Hearing on the mayor's East Midtown rezoning proposal. The plan would upzone 73 blocks of East Midtown around the Grand Central area, and has the potential to dramatically change the character of East Midtown. This hearing is the first in a series that will be held by various entities as the proposal is considered under the New York City Uniform Land Use Review Procedure ("ULURP").
