2023 Midyear Report on Receipts and Disbursements

The Senate Majority Conference Finance Committee has produced this mid-year report (known as “Quickstart”) pursuant to Chapter 1 of the Laws of 2007, which requires representatives of the Executive, Senate, Assembly, and Comptroller to meet on or before November 15 to review State financial and economic information and projections for the current and next State Fiscal Year (SFY). The goal of this process is to facilitate the timely adoption of the upcoming State budget. As part of Quickstart, each party is annually required to prepare a forecast of receipts and disbursements for the current and ensuing fiscal years and to make that report available to the public on November 6.
