What is the IBX proposal?

  • a Brooklyn-Queens transit connection with 17 subway connections
  • will utilize existing freight lines and dedicated right-of-way
  • end-to-end travel time of ~32 minutes
  • will use light rail, which while technically different from heavy rail (e.g. subways) will seamlessly integrate with OMNY (same fare!)
  • cost estimate of $5.5 billion ($61 million already approved for planning, $2.75 billion in proposed MTA budget)
  • no time frame currently exists as a design is being developed
  • 900,000 New Yorkers, 260,000 jobs and 228,256 housing units are within a 0.5 mile radius of the proposed transit corridor
  • a New York Building Congress report suggests upzoning along the corridor to add housing units (~42,666-100,200 depending on areas upzoned)

  • Should I be concerned about noise pollution?
    • The MTA will concurrently perform an environmental impact study to address this. Note that new track, rolling stock, and lighter cars will produce substantially less noise than existing rail infrastructure.
  • To what extent might eminent domain be utilized?
    • The project will primarily utilize existing right-of-way, and initial studies indicate that the amount of property acquisition is expected to be minimal compared to other large infrastructure projects. However, some amount of acquisition is likely.
