Senator Addabbo Introduces Legislation to Strengthen Public Safety and Combat Dangerous Street Takeovers

Queens, NY (May 4, 2026): The most recent illegal street takeover in Queens and growing concerns over dangerous criminal activity, which impact public safety and negatively affect quality of life, reinforce the need for two bills introduced by NYS Senator Joseph P. Addabbo, Jr., designed to protect communities and hold reckless offenders accountable.
Addabbo’s bills, S.10059A seeks to significantly increase penalties for illegal street takeovers, sideshows, and dangerous motor vehicle speed contests and S10104 would expand judicial discretion in certain related bail determinations. “Public safety must always come first,” said Addabbo. “My bill would crack down on the growing menace of illegal street takeovers and sideshows by creating tougher criminal penalties, authorizing vehicle seizure and potential forfeiture, expanding the definitions of participation and spectator involvement.”
Illegal street takeovers have become increasingly common across New York, such as the incident on April 18th in Middle Village on Eliot Avenue. They often draw large crowds, block intersections, damage property, and put innocent motorists, pedestrians, and first responders at serious risk.
“There is nothing harmless about terrorizing neighborhoods, endangering innocent lives, and undermining respect for the law,” stated Addabbo. “When individuals are apprehended after participating in dangerous street takeovers that place families, pedestrians, and first responders at risk, only to be released without bail, it sends the wrong message to our communities and to those who engage in this reckless behavior. Communities deserve better, which is why individuals who turn our streets into chaos must face appropriate consequences, and judges must have the ability to protect the public,” Addabbo concluded.
S.10104 would allow judges greater discretion to set bail for additional felony and misdemeanor offenses involving physical harm or conduct that creates an unacceptable risk to public safety. Under current law, these offenses are not bail-eligible, even when the circumstances demonstrate a clear danger to others. The legislation would also require the Office of Court Administration to establish a statewide electronic tracking system for bail decisions and submit annual reports to the Legislature, helping ensure consistency, transparency, and accountability across the judicial system.
“This legislation strikes the right balance,” continued Addabbo. “It empowers judges to consider the totality of the circumstances while also establishing safeguards to ensure fairness and prevent bias. While legislative action may not be the quickest way to address an issue, it is a positive step towards finding a solution to a situation that is illegally terrorizing neighborhoods.”
Addabbo believes that together, these bills represent a rational, fair comprehensive approach to addressing dangerous conduct before tragedy occurs.
“Residents and families deserve safe streets, safe neighborhoods, and confidence that our laws prioritize their protection,” Addabbo added. “I will continue fighting for proper public safety in our communities, including ensuring accountability throughout our criminal justice system.”
