Addabbo, Scarcella-Spanton and Pheffer Amato Applaud Passage of Legislation Providing Property Tax Exemption for Veterans with 100% Service-Connected Disability

(Queens, NY) June 20, 2025: New York State Senator Joseph P. Addabbo, Jr. proudly announced the passage of legislation (S.1183/A.74) to establish a full real property tax exemption for veterans with a 100 percent service-connected disability. First introduced by Addabbo in 2019, the bill, carried by Assemblymember Stacey Pheffer Amato, passed the New York State Assembly for the first time, marking a significant step forward in honoring New York’s most selfless heroes.

“This legislation is about respect, dignity, and responsibility,” said Senator Addabbo, a member of the Senate Veterans, Homeland Security and Military Affairs Committee. “Veterans who live with a 100% service-connected disability have given everything in the defense of our nation. They deserve more than just our thanks — they deserve real, tangible support. This bill will help relieve some of the financial burden these brave individuals and their families face.”

Under the bill, eligible veterans and their spouses would be exempt from all real property taxes on their primary residence, helping improve their quality of life and financial stability. The bill addresses a long-standing gap in support for fully disabled veterans, many of whom are unable to work due to injuries sustained in service.

“Our brave men and women who served and defended our country deserve our gratitude. Our Veterans stood up and were willing to fight for our freedoms. It is through this bill that New York State makes it clear that we recognize their incredible sacrifice and dedication,” said Assemblywoman Pheffer Amato. She noted that “Now, Veterans with a 100% service-connected disability will have their financial strain lowered, as we hope this will increase the quality of life for Veterans and their families. I look forward to seeing it signed into law and bringing needed relief to our heroes.”

The legislation’s next step is for Governor Hochul to consider signing the bill into law.
