 Senator Joseph P. Addabbo, Jr. awarded the New York State Senate Liberty Medal to veteran Joseph R. Arcara of Ozone Park on September 19, 2026. It is the highest civilian honor bestowed upon an individual by the New York State Senate.

The Liberty Medal, established by Senate Resolution, recognizes New York State residents who merit special commendation for outstanding service and contributions to their communities.

Born and raised in Ozone Park, Queens, on September 5, 1926, Arcara still lives in the same home today, reflecting a lifelong commitment to his community. Arcara joined the U.S. Army during World War II, serving as a Weapons Armorer with the 335th Amphibious Theatre Battalion at Fort Ord, California. For his service, he received the World War II Victory Medal, the American Theatre Ribbon, and the World War II Lapel Button.

Following his return home, Arcara became a steadfast volunteer and leader. He has been a member of the American Legion for over 75 years, serving in all officer positions, including Post Commander of the Rouf Norreli-Hardgrove Post 632 on 101st Avenue in Ozone Park. He also has long been involved with the Catholic War Veterans.

Beyond his military and veterans’ service, Arcara has dedicated more than 45 years to Nativity B.V.M. Church and the surrounding community as an usher and a member of the Holy Name Society, and for many years he worked on the church’s annual Nativity Bazaar Bingo events.

Arcara recently celebrated a historic milestone—his 100th birthday on September 5—and continues to be a living example of service, serviceability, and devotion to others.

“Joseph Arcara embodies the spirit of the Liberty Medal through a lifetime of service to his country, his church, and his community,” Addabbo said. “From his World War II service as a Weapons Armorer to decades of leadership with the American Legion and faithful dedication at my alma mater Nativity B.V.M. Church, Joseph’s contributions have made a lasting difference in Ozone Park. It is an honor to recognize him today.”
