On July 22, New York State Senator Steve Rhoads welcomed local elected officials to his second Annual Intern Bill Presentation, where members of his summer internship program presented original legislative proposals they researched, drafted, and defended before a panel of public officials.

 

Joining Senator Rhoads for the presentations were Assemblyman John Mikulin, Nassau County Legislator Tom McKevitt, and Seth Breland, representing Assemblyman Michael Novakhov's office. Together, they listened to each presentation, offered thoughtful feedback, and engaged the interns in discussions on the challenges and opportunities involved in crafting effective public policy.

 

Throughout the program, each intern developed and presented their own piece of proposed legislation addressing a wide range of issues facing New Yorkers. Topics included workers' rights, affordability, healthcare, veterans' affairs, financial literacy, public safety, and other pressing concerns. The presentations challenged interns to think critically, defend their ideas, and consider the practical implications of the legislative process.

 

The event builds upon the success of last year's inaugural bill presentation. Following the 2025 program, Senator Rhoads introduced 12 intern-generated bill proposals in the New York State Senate. One proposal was incorporated into the Senate One-House Budget, and another successfully passed the Senate, demonstrating the meaningful impact young leaders can have on the legislative process.

Senator Rhoads' internship program provides students with hands-on experience in state government, constituent services, community engagement, and the legislative process. The annual bill presentation serves as the program's capstone project, giving interns the opportunity to apply what they have learned by developing practical policy solutions and presenting them before elected officials.
